Traffic Regulation Orders (TROs) are legal documents that enable us, as the local highway authority, to prohibit, restrict or reduce the use of a road by traffic. This includes motor vehicles, bicycles and pedestrians.
We implement TROs through a statutory procedure that involves advertising and consulting on the proposals in line with The Road Traffic Regulations Act 1984 and The Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996.
TRO measures
Measures we can bring in using TROs include:
- road closures
- speed limits
- on-street parking
- single and double yellow lines
- one-way streets
- access and turning restrictions
- prohibition of certain types of vehicles
- width, height and weight restrictions
- bus and cycle lanes
- taxi ranks
These measures and regulations help us to:
- improve road safety
- facilitate the passage on the road of any class of traffic
- preserve or improve the character or amenity of an area
- prevent use of a road by unsuitable vehicles
- prevent serious damage to the highway
- prevent damage to any building or near the highway
- reduce and manage congestion
- preserve or improve local air quality

During the consultation period you can support, comment or raise objections on the proposals, including:
- waiting restrictions for 3 weeks after this notice
- moving orders for 3 weeks after this notice
- speed limit orders for 4 weeks after this notice
The consultation period starts on the advertising date.

Bents Drive
The effect of this Order will be to introduce no waiting at any time on parts on Bents Drive.
Bradway
The order will introduce a 20mph speed limit on various roads within the Bradway area.
City Centre: Surrey Street and Norfolk Street
These Orders will introduce and remove several actions on:
- Pinstone Street
- Norfolk Street
- parts of Arundel Gate
- Surrey Street
- One Way Traffic except for cycles on part of Leopold Street and Surrey Street
Darnall and Attercliffe: Connecting Sheffield
Connecting Sheffield (Darnall and Attercliffe) is a planned cycling, walking and public transport infrastructure scheme being brought forward under Connecting Sheffield.
The area is experiencing significant growth in new housing and new educational facilities. This project's been designed to transform access between these growing employment, leisure and housing opportunities in Darnall, Attercliffe and the Lower Don Valley into the City Centre and to Meadowhall.
Darnall and Attercliffe: Road Humps and Crossing
These Orders propose speed humps and segregated cycle and pedestrian crossing in Darnall and Attercliffe.
Neepsend and Kelham Island: Connecting Sheffield
Connecting Sheffield will introduce and remove several actions in Neepsend and Kelham Island.
City Centre: Connecting Sheffield
Connecting Sheffield will affect the city centre by introducing and removing several actions in the area.
Earl Marshal
The order will introduce a 20mph speed limit to various roads within the Earl Marshal area.
Electric Tariff Public Notice
The order will introduce changes to off-street and on-street parking charges for electric vehicles from 1 April 2023.

The effect of the Orders will be to introduce electric vehicles charging parking places on parts of:
- Balmoral Road
- Bishopsholme Road
- Flodden Street
- Freedom Road (Walkley) car park
- Hope Street (Stocksbridge) car park

Herries Road

These Orders introduce and remove several actions on Glossop Road.
Local District Centre disabled bays
These Orders introduce and remove several actions on:
- Bellhouse Road
- Chesterfield Road
- Firth Park Road
- Newlyn Road
- Ridgeway Road
London Road pedestrian crossing
These Orders introduce and remove several actions on:
- London Road
- Hill Street
- the southern kerb line of Club Garden Walk
Magna Tinsley: Connecting Sheffield
Connecting Sheffield will introduce and remove several actions at Magna Tinsley.
Magna Tinsley, Sheffield Road
The effect of the Order will be to introduce no stopping at any time on verge or footway on parts of Sheffield Road.
Nether Edge: Connecting Sheffield
These Traffic Regulation Order changes aim to complement proposals that have been designed to deliver new cycling and walking routes connecting the City Centre to Nether Edge. This will be done by a spur through Broomhall to the West End and the University of Sheffield and hospitals, helping to:
- reduce congestion on the roads
- improve air quality within the area
- support the creation of a greener, cleaner city
The scheme will also link into the city’s wider cycling network.
Netherthorpe 20mph speed limit area
The order will introduce a 20mph limit to various roads in the Netherthorpe area.
Oughtibridge Mill Development
The effect of the Order will be to introduce:
- no waiting at any time on part of Main Road (Wharncliffe Side)
- no loading at any time on part of Main Road (Wharncliffe Side)
Oxford Street
The effect of the Order will be to introduce one way traffic on parts of Oxford Street.
Pay and Display parking tariffs in Sheffield parks
The order will introduce changes for Pay and Display parking tariffs within Sheffield parks from 26 April 2024.
Parking tariff public variation notice 2024
The order will introduce changes to off-street and on-street parking charges from 2 April 2024.
Queen Victoria Road
The effect of the Order will be to introduce a 20mph speed limit on parts of Queen Victoria Road.
Redmires Road and Lodge Lane
The effect of the Orders will be to introduce:
- 30mph speed limit on parts of Lodge Lane
- 30mph (restricted road speed limit) on parts of Redmires Road
They will remove 40mph speed limit on parts of Redmires Road.
Sheldon Road
The effect of the Order will be to introduce a 20mph speed limit on part of Sheldon Road.
Experimental Traffic Orders
In some instances, it's appropriate to introduce TRO changes on an experimental basis. This is to trial a change to the highway network before making it permanent or otherwise.
An Experimental Traffic Order (ETO) is made under Sections 9 and 10 of the Road Traffic Regulation Act 1984. It can only stay in force for a maximum of 18 months while the effects are monitored and assessed.
Public feedback
We welcome feedback throughout the process. If any changes to an ETO are made, 6 months is allowed for objection from the date those changes come into operation.
A decision on whether the changes introduced by an ETO will be removed or made permanent must be made within 18 months of an Order coming into force.
The decision to make a scheme permanent will follow our formal decision making process.
Formal objections to the Order becoming permanent must be made in the first 6 months of it coming into force.

Meynell Primary School: School Street
The effect of the Order will be to introduce:
Prohibition of Motor Vehicles Term Time (excluding Bank Holidays), Mondays to Fridays, 8.15am to 9am and 2.45pm to 3.30pm on parts of Doe Royd Lane and Meynell Road.
No Waiting At Any Time on parts of:
- Doe Royd Drive
- Doe Royd Lane
- Meynell Crescent
- Meynell Road
Northumberland Road
These Orders introduce:
- no Waiting at any time on parts of Northumberland Road
- one way traffic (except cycles) on parts of Northumberland Road
It aims to remove paid for parking places and permit bay, Monday to Saturday, 8am to 6:30pm, max stay 4 hours, on parts of Northumberland Road
Pye Bank School Street
These Orders introduce and remove several actions on:

Rockingham Street
These Orders introduce and remove several actions on:

Sealed Traffic Orders
Sealed orders are legal and allow any new restrictions to be enforced by either the Council or the Police.
These new orders supersede any orders previously in place.
They will be displayed here for a period of 6 months from the date they were advertised.
