Traffic Regulation Orders

Traffic Regulation Orders (TROs) are legal documents that enable us as the local highway authority to prohibit, restrict or reduce the use of a road by traffic. 

This includes motor vehicles, bicycles and pedestrians. We implement TROs through a statutory procedure that involves advertising and consulting on the proposals in line with:

  • The Road Traffic Regulations Act 1984
  • The Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996

TRO measures

Measures we can bring in using TROs include:

  • road closures
  • speed limits
  • on-street parking
  • single and double yellow lines
  • one-way streets
  • access and turning restrictions
  • prohibition of certain types of vehicles
  • width, height and weight restrictions
  • bus and cycle lanes
  • taxi ranks

These measures and regulations help us to:

  • improve road safety
  • facilitate the passage on the road of any class of traffic
  • preserve or improve the character or amenity of an area
  • prevent use of a road by unsuitable vehicles
  • prevent serious damage to the highway
  • prevent damage to any building or near the highway
  • reduce and manage congestion
  • preserve or improve local air quality

Asline Road

The order will introduce prohibition of waiting at any time on parts of Asline Road.

The order will remove:

  • prohibition of waiting at any time on parts of Asline Road
  • no waiting Mondays to Saturdays 8am to 6:30pm on parts of Asline Road

Burncross 20mph

The order will introduce a 20mph limit to various roads in Burncross.

Carter Knowle 20mph

The order will introduce a 20mph speed limit on the whole or on parts of Archer Lane, Bannerdale View, Banner Cross Drive, Bannerdale Close, Bannerdale Road, Barmouth Road, Brentwood Avenue, Brentwood Road, Brincliffe Edge Close, Brincliffe Edge Road, Carter Knowle Avenue, Carter Knowle Road, Charnley Avenue, Charnley Close, Charnley Drive, Charnley Rise, Coverdale Road, Dalmore Road, Dovedale Road, Falmouth Road, Fossdale Road, Glenorchy Road, Glentilt Road, Jowitt Road, Knab Close, Knab Croft, Knab Rise, Knab Road, Lynmouth Road, Montrose Road, Needham Way, Plymouth Road, Quarry Lane, Struan Road, Swaledale Road, Talmont Road, The Lawns and Wyatt Avenue.

Electric Tariff Public Notice 2023

The order will introduce changes to off-street and on-street parking charges for electric vehicles from 1 April 2023.

The effect of the Orders will be to introduce Electric Vehicles Charging Parking Places on parts of:

The effect of the Order will be to introduce prohibition of Driving on part of Howard Street and Howard Street Access Road.

Lodge Moor: 20mph Scheme

The order will introduce a 20mph limit to various roads in the Lodge Moor area.

Norton Lees 20mph

The order will introduce a 20mph limit to various roads in Norton Lees.

Rother Valley Parking Scheme and Road Hump

The effect of the order will be to introduce prohibition of waiting at any time on parts of:

  • Farmoor Gardens
  • Meadow Gate Avenue
  • Meadow Gate Lane
  • Mill Meadow Close
  • Mill Meadow Gardens
  • Nether Oak Drive
  • Owlthorpe Greenway
  • Rother Valley Way

and remove 24 hour main carriageway clearway on Owlthorpe Greenway and Rother Valley Way.

Notice is hereby given that Sheffield City Council in exercise of its powers under Section 90A of the Highways Act 1980 as amended, (hereinafter called ‘the Act’) and of all other enabling powers and after consultation with the chief officer of police in accordance with section 90C of the Act, intends to install a road hump as below:

Rother Valley Way

1 Kerb to Kerb flat top road hump, 75mm high with a 6 metres long plateau with 1.5m ramps. At a point 80 metres north of its junction with Owlthorpe Greenway.

St Oswalds Way 20mph

The effect of the Order will be to introduce a 20mph speed limit on the whole of St Oswalds Way.

Parking Tariff Public Variation Notice 2024

The order will introduce changes to off-street and on-street parking charges from 2 April 2024.

Various schools

The order will introduce:

  • prohibition of waiting at any time on parts of Baxter Road, Harrow Street, Howard Road, Priestley Street and Springvale Road
  • pay and display parking Monday to Friday from 8am to 6.30pm on part of Harrow Street
  • permit holders only parking Monday to Saturday from 8am to 6.30pm on part of Priestley Street
  • no stopping Mondays To Fridays 8am to 9.30am and 3pm to 6.30pm on part of Mansfield Road

It will remove:

  • prohibition of waiting at any time on parts of Harrow Street and Priestley Street
  • restriction of waiting and loading Mondays to Fridays from 7.30am to 9.30am and 4pm to 6.30pm on parts of Mansfield Road
  • pay and display parking Monday to Friday from 8am to 6.30pm on part of Harrow Street

Westfield 20mph

The order will introduce a 20mph limit to various roads in Westfield.

Experimental Traffic Orders

In some instances, it is appropriate to introduce TRO changes on an experimental basis to trial a change to the highway network before making it permanent or otherwise.

An Experimental Traffic Order (ETO) is made under Sections 9 and 10 of the Road Traffic Regulation Act 1984. It can only stay in force for a maximum of 18 months while the effects are monitored and assessed.

We welcome feedback throughout the process, however, formal objections to the Order being made permanent must be made in the first 6 months of it coming into force.

If any changes to an ETO are made, six months are allowed for objection from the date those changes come into operation. A decision on whether the changes introduced by an ETO will be removed or made permanent must be made within 18 months of an Order coming into force.

The decision to make a scheme permanent will follow our formal decision making process.

Arundel Gate: Bus Gate Experimental Traffic Order exemption

The effect of the Order will be to introduce an exemption for vehicles to enter or proceed in a north easterly direction on Arundel Gate through the existing experimental Bus Gate, if that vehicle is over 5.5 metres long and is loading and unloading at the premises:

  • No. 37-43 Arundel Gate
  • No. 8 Arundel Gate
  • and on the unnamed service area to the rear of The Central Library road

  • the one way restriction on Globe Works Service Road between is junction with A61 Shalesmoor and its junction with Cornish Street.

and introduce:

  • one way for Motor Vehicles in a north westerly direction on that part of Penistone Road (Service Road) between Dixon Street and its junction with A61 Shalesmoor
  • one way for Motor Vehicles in a south easterly direction on that part of Penistone Road (Service Road) between Dixon Street and its junction with Green Lane
  • one way for Vehicles in a south easterly direction on that part of Penistone Road (Service Road) between Green Lane and Cornish Street

School streets: Phillimore Primary School

The effect of the Order will be to introduce prohibition of Driving except Authorised Vehicles and Permit Holders (School Street), Mondays to Fridays, 8:00am to 9:00am and 2:45pm to 3:30pm at:

  • Phillimore Community Primary School - Phillimore Road (between its junction with south western kerb line of Coleridge Road and its junction with the northern kerb line of Henson Street) and Henson Street (the whole)

Sheaf Valley Cycle Route

The order will introduce:

  • no waiting at any time on parts of Aukley Road, Broadfield Road, Cherry Street, Clyde Road, Little London Road, Rydal Road and Saxon Road
  • permit holder only parking Monday to Saturday 8am to 6:30pm on Cherry Street
  • prohibition of driving on parts of Cherry Street, Little London Road and Rydal Road
  • one way traffic (except for pedal cycles) on part of Hackthorn Road

The order will remove:

  • no waiting at any time on parts of Cherry Street, Little London Road, Rydal Road and Saxon Road
  • no waiting Monday to Saturday 8am to 6:30pm on Clyde Road and Saxon Road
  • -prohibition of driving on Rydal Road

Shuttle bus

The effect of the Order will be to introduce:

  • bus Gates on parts of Arundel Gate, Rockingham Street and Surrey Street
  • prohibited right-hand turns except buses on parts of West Street
  • prohibited left-hand turns except buses on parts of West Street
  • one way traffic only on parts of Rockingham Street and Surrey Street
  • prohibition of driving for any vehicle on parts of Arundel Gate; Prohibition of driving except pedal cycles on parts of Leopold Street
  • prescribed left turn on part of Division Street; Prescribed right turn on parts of Surrey Street and St. Paul’s Place Service Road
  • disabled blue badge holders only parking on parts of Carver Street and Surrey Street; prohibition of loading on parts of Carver Street

And remove:

  • bus Gate on parts of Leopold Street
  • prescribed left turn on parts of Surrey Street and Town Hall/Novotel car park egress
  • prohibited left turn on part of West Street
  • one way traffic only on parts of Rockingham Street and Surrey Street
  • prohibition of driving except buses on part of Leopold Street
  • prohibition of waiting on parts of Carver Street
  • prohibition of loading on parts of Carver Street

The proposed static and moving restrictions are needed to enable the introduction of a shuttle bus service that will provide improved accessibility to amenities around the City Centre.

Sealed Traffic Orders

Sealed orders are legal and allow any new restrictions to be enforced by either the Council or the Police. 

These new orders supersede any orders previously in place.

They will be displayed here for a period of 6 months from the date they were advertised.
