Leisure Operating Contract

As part of our ongoing commitment to transparency, we have published all elements of the Leisure Operating Contract held by Sheffield City Council with the Operator, Sports and Leisure Management Limited (Trading as Everyone Active) that are relevant for publication. The contract includes leisure services provided at the below locations across Sheffield:

  • Ponds Forge International Sports Centre
  • Hillsborough Leisure Centre
  • Heeley Pool and Gym
  • English Institute of Sport Sheffield
  • ICE Sheffield
  • Concord Sports Centre
  • Springs Leisure Centre
  • Tinsley Golf Course
  • Beauchief Golf Course
  • Birley Wood Golf Course
  • Graves Health and Sport Centre (from September 2026)
  • Thorncliffe Health and Leisure Centre (from September 2026)
  • Wisewood Leisure Centre (from September 2026)

Redaction Considerations

Within the documentation available from this site there are specific Clauses, Schedules and Appendices where information has been partially redacted for commercially sensitivity reasons or where information is the personal data of third parties. There are also certain contract documents which have been redacted in full as noted below:

  • Schedule 1 – Appendix 5
  • Schedule 2 – Service Delivery Proposals
  • Schedule 22 – LOBTA
  • Schedule 27 – Collateral Warranties

The elements of the contract which have been partially redacted will be subject to a five-year review to test whether the redacted information is still commercially sensitive given the passage of time.

The documents which have been redacted in full are commercially sensitive and are likely to remain so until at least the termination of the contract. These materials were provided by Sports and Leisure Management Ltd confidentially and contain specific offers or details related to securing the contract, which could impact future business activities if shared. We are obliged to keep this information confidential in order to comply with its obligations under the terms of the Leisure Operating Contract and to protect the commercial interests of Sports and Leisure Management Ltd and ourselves in the future when either party is likely to be involved in negotiating commercial deals.

The Information Commissioner’s Office has produced guidance on the Freedom of Information Act 2000 (FOI) and the Environmental Information Regulations 2004 (EIR) which details the considerations required by public authorities when applying exemptions/ exceptions from disclosure in this case we consider the following related to the contract documentation.
