At the end of each financial year (March) we are required by law to produce a Statement of Accounts. This is essentially a technical publication which provides a true and fair view of our financial position, and our income and expenditure for the year.
It includes all the financial statements and disclosure notes required by law and these are reviewed by our external auditors. The key statements included are:
- Movement in Reserves
- Comprehensive Income and Expenditure Account
- Balance Sheet
- Cash Flow Statement
- Key notes to the Core Financial Statements
- Housing Revenue Account Income and Expenditure Account
- Collection Fund
Please note the external audit opinion has not yet been issued. Sufficient audit procedures have been completed for the Council’s external auditors to be able to indicate they would have issued an unqualified audit opinion on the figures provided by Sheffield City Council itself by the deadline of 31 July 2019.
However some audit procedures on pensions’ information provided by, but held at, South Yorkshire Pensions Authority remain outstanding. As an element of these pensions’ figures are included in the City Council’s statement of accounts, the external audit opinion will not be issued until these procedures have been completed satisfactorily.

Each year the annual return is audited by an auditor appointed by the Audit Commission and any person interested has the opportunity to inspect and make copies of the annual return and all books, deeds, contracts, bills, vouchers and receipts relating to them.
