Traffic management cameras and enforcement

Sheffield City Council has been granted powers to issue penalty charge notices to drivers who don't comply with certain moving traffic rules on our roads.

These powers were granted by the Secretary of State under the Civil Enforcement of Moving Traffic Designation Order 2023. This is in line with paragraph 10 of Schedule 8 of the Traffic Management Act 2004.

We're starting enforcement in two locations from Wednesday 17 September 2025. 

Movements that we can enforce

We can now enforce certain road movements that only the police could enforce previously.

Under the powers, we can enforce all the road signs that you can find in the attachment. 

Where we’re enforcing

We’re enforcing:

  • banned turns at the junction of Queens Road and Myrtle Road
  • the yellow box junction on Hoyle Street where the tram tracks are

We're focusing first on banned right turns and a yellow box junction in two locations.

Yellow box junctions have criss-cross markings painted on the road. You shouldn’t enter the box unless your exit is clear. The only time you can wait in the box is if you’re turning right but oncoming traffic is stopping you. 

In both situations, there must be enough room on your exit that you can clear the box, otherwise you shouldn’t enter it.

The enforcement process

We'll use automatic number plate recognition (ANPR) cameras at junctions to capture these road movements.

We'll put warning signs in areas where we will be enforcing too.

Our enforcement team will review the footage, and if we confirm an enforceable road movement, we'll request the registered keeper's details from the Driver and Vehicle Licensing Agency. 

We’ll only issue warning notices for the first 6 months at any new site for first time offences. After that, we'll issue a penalty charge notice for all offences. 

Penalty Charges

The standard penalty charge notice (PCN) for moving traffic offences is £70.

If you pay within the discount period of 21 days after the notice is served, you can pay £35.

How to pay a penalty charge notice

You can pay:

  • online using our online system
  • by calling 0114 273 5249 at any time and paying over the phone
  • at a Post Office or Paypoint (you'll need to take the notice with you, which will have a printed bar code on it)

How to appeal a penalty charge notice

If you think your fine should not have been issued, or you’ve been charged unfairly, you can make an appeal.

How we’ll decide on other sites to enforce

We will only consider new sites if we know there are significant offences taking place that can't otherwise be resolved. These might be safety concerns or congestion issues, for example.

If we identify any new sites for enforcement, we'll consult with the public before we go ahead.

The Police still have powers to enforce moving traffic contraventions. You could still receive a Fixed Penalty Notice (FPN) if you don’t observe these restrictions.

If you’re issued both a PCN by the Council and a Police FPN, we’ll cancel the PCN if you provide evidence you’ve been fined by the police for the same contravention.
