You will need to submit a full plan application to get approval to carry out any of the following:
- erecting a building
- extending an existing building
- carrying out structural alterations to an existing building
- converting a loft
- changing the use of a building
- installing services and fittings, eg install central heating
- erecting a conservatory, eg where the floor area is greater than 30 square meters
From 1 July 2021 there will be a single payment of fees on deposit of Full Plans Building Control applications.
We are doing this to streamline our processes and help us deliver a more efficient service.
Full Plans procedure
You may submit the application yourself or you may engage someone to do it for you. If an agent is employed all correspondence will be directed to them. In all cases a full postal address must be provided to allow us to contact either you or your agent.
The full postal address of the property where the development is to be carried out should be provided as should the proposed use of the new structure. With your application you must send the following:
- the correct plan charge
- two copies of the application form, which the applicant should sign
- two copies of all drawings which show existing and proposed layouts
- full constructional detail
Once you have applied, we will send you a payment link for our online payment service. Please use the address where the work is taking place as the payment reference.
Completion certificate
Completion certificates are an important record that confirms your building work meets legal standards.
We are responsible for issuing a completion certificate once we are satisfied that the building work complies with all relevant building regulations.
Cost
There is generally no charge for the completion inspection, as it is included as part of the building application deposit fee.
However, if the work has already been completed, and no inspections have been carried out in the last 12 months, an additional charge will apply.
How to apply
Within 5 days of completing the work, the homeowner or named applicant must notify us of the completion and submit a completion notice.
This is a signed statement confirming that, to the best of your knowledge, the work complies with all applicable building regulations.

Other approvals
The proposal may also require Planning approval, in which case you should contact us.
Where the proposal may affect your neighbour, you have a responsibility under the Party Wall Act 1996 to contact your neighbour before an application is submitted.
