Address management

We’re responsible for allocating house numbers and street names to both new developments and to the conversion of existing buildings in Sheffield.

We need to make sure streets and buildings are named and numbered appropriately so properties can be found quickly and efficiently by emergency and postal services etc.

All new addresses created through the Street Naming and Numbering (SNN) process are included on our Local Land and Property Gazetteer. We also maintain the Local Street Gazetteer, which is our definitive street database.

Apply for street naming or numbering

From 1 December 2022, we will be charging for all street naming and numbering work. Contact us for details of the new fees.

You must apply for street naming or numbering if you’re an individual or developer:

  • constructing new homes, commercial or industrial properties
  • undertaking conversions to existing buildings that will result in the creation of new premises
  • wishing to change the name of an existing property

You will also need to apply for addresses once you have received planning permission, ideally during the very early stages of your development and definitely before it is substantially complete.

Developers are strongly advised to contact us before they choose marketing names for their developments. Significant problems can arise if applications are submitted late and they are subsequently rejected, particularly if properties have already been sold under unapproved names.

Local Land & Property Gazetteer (LLPG)

Our Local Land and Property Gazetteer (LLPG) is a database that contains accurate and up-to-date address details of all properties within Sheffield. The aim of the LLPG is to create a single definitive land and property database.

Each property is allocated a Unique Property Reference Number (UPRN) that can be used to link addresses across different databases both within and external to the Council.

The LLPG contains information regarding land, buildings in multiple occupation or within complexes and other structures such as churches, telephone boxes, recycling points, telecommunications masts and electricity substations.

It also contains grid coordinates for each property so that they can be shown on our mapping software.

Our LLPG feeds into the National Land and Property Gazetteer (NLPG), which covers the whole of England and Wales and contains more than 30 million residential, business and non-mailing addresses.

This sharing of information makes it easy to maintain very up-to-date property information on both a local and national level.

Local Street Gazetteer

Our Local Street Gazetteer (LSG) is a database that contains the definitive street data for Sheffield. It provides an unambiguous referencing system, using Unique Street References Numbers (USRNs), which enables our data to be amalgamated with the National Street Gazetteer (NSG).

We upload our LSG to the NSG on a monthly basis, which enables third party organisations, such as utility companies, to meet their statutory requirements to provide appropriate street works notifications.

Our LSG contains Associated Street Data (ASD) such as traffic sensitivity, special surfaces and height and weight restrictions. This allows us and utility companies to coordinate highway works with the aim of minimising disruption and ensuring public safety.

Our LSG information forms the core street data within our Local Land and Property Gazetteer (LLPG) as it is used to place property information.
