A green parking permit allows Ultra Low Emission Vehicles (ULEVs) that meet the following criteria to park in the city centre for free.
Green Parking Permits are ending
From Thursday 31 July 2025, we will no longer issue new, or renew existing Green Parking Permits.
At the end of July, those with existing Green Parking Permits:
- that expire after Thursday 31 July 2025, cannot reapply for a new one
- which are due to expire before Thursday 31 July, can reapply for a new permit, within a 28-day period of their permit expiring
- will still have full use of their permit until it expires, as per the expiry date set at the time of the permit application
Applications for a new Green Parking Permit won't be accepted if existing Green Parking Permit holders cancel their permit and reapply for a new one for the same vehicle.

Eligible vehicles
To have a green permit, the vehicle must be:
- electric or hybrid fuel type
- emit less than 75g of carbon dioxide (CO2) per kilometer travelled, with a capability of travelling a minimum range of 10 miles with zero CO2 emissions
Where you can use the permit
A green permit only allows you to park in pay and display bays located in the city centre either:
- on street
- in most car parks that we run (subject to time limits)
It cannot be used in:
- other types of parking bay (such as disabled bays, permit holder parking bays)
- Hawley Street Car Park
- in other parking permit zones
- car parks we don’t run eg university permit holder car parks

Green permits allow you to park in pay and display bays located in the city centre (inner and outer zones).
Parking time limits
There are no time limits for parking with a green permit in most of the pay and display bays in the city centre.
However, the following car parks are restricted to a maximum stay period of 6 hours for green permit holders:
- Devonshire Green car park
- Milton Street car park
- Carver Lane car park
- West Street Lane car park
If you intend to use any of these car parks, please contact us, and we'll send you a clock for you to display in your windscreen.
You must display the cardboard clock with the correct times as you may get fined if you don't.
