Children’s Zero Fare Travel Pass

Some children are entitled to a Zero Fare Pass for free travel within South Yorkshire between home and school.

Check if your child is eligible

Your child must fit one of the following criteria:

  • the school* is beyond the walking distance of 2 miles for children below the age of 8, or 3 miles for children 8 and over
  • your child is from a ‘low income family’ and is 8 to 11 years old (primary school age), and they are living more than 2 miles from the nearest school
  • your child is from a ‘low income family’ and is of secondary school age (aged 11 to 16) and attending a qualifying school that is between 2 and 6 miles from home (as long as there are not 3 or more nearer suitable qualifying schools with available places)
  • your child is from a ‘low income family’ and is of secondary school age (aged 11 to 16) and attending their nearest school preferred on the grounds of religion or belief, between 2 and 15 miles from home

*The school is the catchment or nearest school with an available place in your child's year group. If a catchment or nearer school has a place available in the child's group, the application may be refused.

Read further guidance and details in the Home to School Transport Policy.

There may also be exceptional circumstances that could qualify your child for a Zero Fare Travel Pass.

Appeal a Children’s Zero Fare Travel Pass decision

If you do not meet the criteria and are refused a Children’s Zero Fare Travel Pass, you have the right to appeal the decision. The appeals process has 2 stages.

Request a Stage 1 review within 20 working days of our decision to refuse a children’s zero fare travel pass

We will send you a detailed written outcome within 20 working days of receiving your written request.

If we agree with the original decision to refuse a pass, you have 20 working days from receiving the Stage 1 decision to challenge the Stage 1 decision in writing.  This is known as the Stage 2 Appeal.

Request a Stage 2 appeal for a Children’s Zero Fare Travel Pass

An independent appeal panel (the Admissions Committee) will consider any case that does not fall within our Home to School Transport Policy.

Replace a lost or stolen Children’s Zero Fare Travel Pass

If your child has lost their pass, or it has been stolen, please contact Travel South Yorkshire for a replacement. You will need to pay for the replacement.

11-16 Mega Travel Pass

If you live in South Yorkshire and are aged 11-16 you are eligible for an 11-16 Mega Travel Pass for cheaper travel on buses, trams and trains.

16-18 Students

Please note that Sheffield City Council no longer issues zero-rated bus passes to post-16 students.

Low income families are instead asked to apply to the school/college for financial support from the 16-19 Bursary Fund.

Upon application, if a family doesn’t meet the criteria for the bursary, they can then apply to the Council’s hardship fund via indetravel@sheffield.gov.uk or ring 0114 205 3542. Please note that proof of application and rejection for the bursary fund will be required.

Students can, however, apply to SYPTE for a 16-18 Student Pass, which allows travel for just 80 pence per journey on bus or tram and half fare on Northern trains.
