Constitution

Our Constitution sets out how the Council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to local people.

Some of these processes are required by law, whilst others are a matter for the Council to choose.

Changes to the Constitution

The majority of the changes to the Constitution are approved at meetings of Full Council or the Annual General Meeting. 

The Director of Legal and Governance has delegated authority, in consultation with the Lord Mayor, to make minor changes to the Constitution.

 

Leader's Scheme of Delegation

The Leader of the Council, Councillor Julie Dore, determines the Scheme of Delegation for Executive Functions. This is separate to the Constitution.
