Applying for a skip permit
To place a builders skip on a Public Highway within Sheffield, you need to obtain a permit from us (the Local Highway Authority). You must be an Authorised Skip Hire Contractor to obtain permission to place a skip on the highway.
A skip permit costs £9.00 for a maximum period of 15 days.
Application evaluation process
Permission will be given subject to compliance of any conditions placed. The application must include the precise location required and the dates when the permit is required (not exceeding 15 days). Please note that the location of the skip may need to be amended as part of the application process to minimise inconvenience to other parties prior to a permit being granted.
Applications by skip operators for skip permits will only be deemed successful once the application has been processed and a permit is produced.
If authorisation is granted the details will be registered in the skip record book and the skip contractor will be given an exclusive reference code which relates to that skip at the agreed location and for an agreed period.
Keep within the law
We may pursue a prosecution through the Magistrates Courts against any skip hire contractor (authorised or unauthorised) who places a skip on a road without an appropriate permit, or places on a road a skip that does not meet the Builders’ Skips Marking Regulations.
Register as an authorised skip hire contractor (a ‘skip operator’)
If you wish to place skips upon any highway within Sheffield a permit must be obtained from us (the Local Highway Authority) as required under section 139 of the Highways Act 1980. Before you can apply for any permit you must first register yourself with us as a skip operator known as a ‘Skip Hire Contractor’.
There are no costs involved in registering your business. However, there is a cost to obtaining a permit to place a skip on the Highway. There will be additional costs from the Parking Services Team if a skip is requested to be placed in a ‘Pay and Display’ bay or where there is a Traffic Regulation Order (yellow lines).
Eligibility criteria
We will require the following documents for you to register with us:
- written details of the contractors registered office / address
- number of skips to be used/operated
- a copy of the Public Liability Insurance Cover, which should be to a minimum of £5million.
- a copy of Waste Carriers Licence
- a copy of Goods Vehicles Operators Licence
Application evaluation process
We will aim to process your registration application within 28 days.
Once we have received your application and the required documentation we will inspect the skip(s) to be used on the Public Highway to ensure that they meet the Builders Skip Marking Regulations.
It is necessary that your application is processed before any skips are placed on Public Highway. If you have not heard from us within a reasonable period of time please contact us. You will usually be notified of whether or not your application has been successful within 28 days of your application.
Once registered, you will be sent the confirmation documents for signing. It will be up to your company to ensure that your authorised representative signs the forms and returns them back to us as soon as possible for your registration to take effect.
Highway projection permits
A public highway can include any carriageway, footway, pedestrianised area or verge that is maintainable at public expense. Highway projections protrude over them.
Apply for a permit for private apparatus
Examples of private apparatus include a private telephone cable which spans a street, or a small canopy on a building. If you have an appropriate licence from us, you may place a temporary or permanent private apparatus along, over or across a public highway.
To apply for a Licence (under Section 178 of the Highways Act) please contact us in writing at Highway Regulations in the Highways department, giving details of the type of apparatus. The cost for a Section 178 Licence is £80 (VAT is not applicable).
Apply for a permit for a large projection from a building over a public highway
Examples of large projections include balconies, structural canopies and general building overhangs.

The cost for a Section 177 Licence is £500 (VAT is not applicable). There may be additional charges for calculation checks.
