Key Performance Indicators
Quarter 4 2007 - 2008 (January - March 08)
Introduction
This document presents graphical information on Sheffield City Council’s Key Performance Indicators for the third quarter of the financial year 2007-2008. It also provides a visual indication of the Council’s performance against the targets it set itself in the Best Value Performance Plan 2007-2008, in the form of a ‘Traffic Light’ (see below for a definition of each colour in terms of performance rating). Also a ‘Quartile’ rating of current performance against the other Metropolitan Districts for the year 2006-2007 published by the Audit Commission and a trend arrow showing if the indicator has improved, deteriorated or remained static when compared with performance at this time last year.
The indicators have been chosen by Directorate Management Teams in association with the Corporate Policy Unit, to represent their main functions and activities.
Purpose
The purpose of the document is to provide a performance management focus on the critical indicators of Council performance on a quarterly basis.
The report provides graphs and commentary for the Key Performance Indicators (KPIs), representing the Council main functions, which can be reported on a quarterly basis. A number of these services are delivered by partner organisations.
Three assesments are made for each indicator. These are usually made on a year to date cumulative basis. Alternatively, some indicators are calculated as a 12-month rolling average. This means that the Quarter Four 2007-08, the outturn would include the period of July 2006 to June 2007. This is clearly indicated on the KPI graphs along with:
Traffic Light Definition
A traffic light coloured 'red' (containing the letter R) indicates that:
Performance has not met year-end target. Immediate action is required, if not already being taken.
A traffic light coloured 'amber' (containing the letter A) indicates that:
Performance may hit target but requires close monitoring. (This is for those indicators for which a year-end position is not available).
A traffic light coloured 'green' (containing the letter G) indicates that:
Performance met target.
Trend Arrows
An 'upward green' arrow indicates that:
Performance was better than the year-end position last year.
A 'horizontal amber' arrow indicates that:
Performance was similar to the year-end position last year.
A 'downward red' arrow indicates that:
Performance was worse than the year-end position last year.
Quartile Definition
An authority’s quartile position for an indicator is determined by listing the values for that indicator for all other authorities in the comparator group (for Sheffield this is usually the Metropolitan Districts, or Met. Districts) ranked by order of performance. The list is then divided into four parts, with an equal number of authorities in each part. There are 36 Met. Districts and so each ‘quartile’ will contain nine authorities.
The top, or best performing, part of the list is then the Top or 1st Quartile, representing the 25% of best performing authorities for that indicator. The bottom part of the list is the Bottom or 4th Quartile, representing the 25% worst performing authorities.
Each year, when all BVPI data has been reported to the Audit Commission, new sets of percentiles are published. This will be around the end of 2008 for the 2007-08 BVPIs.
As performance improves generally the percentiles also, by definition, move. This is therefore a relative scale and not an absolute one. To move up quartiles we therefore have to improve at a faster rate than the other Metropolitan Districts.
