Pay A Council Bill
We have teamed up with the Alliance and Leicester to create a safe and secure way for you to pay your Council bills on-line.
Things you need to know before you start your on-line payment
You will only be allowed to pay your Council Tax, Business Rates, and Housing Rent by Debit Card. You can use Switch, Solo, Delta and Visa Electron cards.
You can pay your Penalty Charge Notices (parking fines and bus lane penalties), Housing Benefit Invoices or your other Sheffield City Council Invoices (SCC Invoices) by either Debit Card or Credit Card.
If you use BillPayment today for your Council Tax, Business Rates, Penalty Charge Notices, Housing Benefit Invoice, or other SCC Invoice, your payment will be credited to your account two days later. Crediting your payment to your rent account may take a little longer.
As an alternative to paying your Council bill on-line, you can do the same over the phone using the ATP (Automated Telephone Payments) system. Just phone (0114) 273 5249 and follow the instructions.
Using BillPayment on-line
You do not need to register with BillPayment to make a one-off payment, but by registering you will only need to enter your details once, then each time you use the system you will be able to make your payments quicker.

When you register with BillPayment you will need to:
- choose a password
- think of a security question/answer that you can remember easily
- have your debit card and your Council Tax account number handy
- note your customer reference number for EACH bill you want to pay
To use BillPayment you will be asked to register your name address and contact details with Alliance and Leicester, then give a password and security question that are unique to you. (You'll be asked to give your password and answer the security question whenever you log into the payment system in future.) Registering is an easy process, just fill in your details in the form which appears when you click to register.
While you're registering you will also need to choose which bills you want to pay and give details of your customer reference number for EACH bill.
Once you have completed this registration process, you will be issued with a Personal User Number, which, when entered with your password, will enable you to enter the BillPay online payment facility 24 hours a day, 365 days a year. You will need to keep a personal record of your user number and password as you will need these each time you make a payment.
The Alliance and Leicester site answers most other questions you may have and will help you to make changes to your security details and can even remind you if you forget your password.

Other Options
There are several other options for paying your Council bills which may also be convenient for you.
- Direct Debit – through your bank or building society.
- Standing Order – through your bank or building society.
- By post – you can post a cheque or postal order. Please write your account reference on the back of the cheque and allow at least three days for us to receive 2nd class post. Do not post cash.
- In person – at the ‘First Point’ Cashiers service in Howden House, 1 Union Street, Sheffield, S1 2SH. Please bring your account reference with you.
- Council Mailbox – you can put your cheque or postal order in the letterbox provided in Howden House. Please write your account reference on the reverse of the cheque. Do not post cash.
- Bacs transfer – from your bank.
- At your local Post Office - if your bill has barcodes, the Post Office will not charge you for this service.
