Compact Property Sub Group

A Property Sub Group was established under the umbrella of the Compact in April 2004 with the key aim of promoting the provision of high quality buildings for community use that are both efficient and beneficial. The sub group consisted of representatives from:
 
Sheffield City Council: Corporate Finance, Property Services, Legal and Administrative Services and Regeneration and Partnership.
 
Voluntary and community sector: Voluntary Action Sheffield, Black Community Forum, Burton Street Project and Sheffield Community Enterprise Development Unit.
 
One of the key tasks undertaken by this group was the development of a premises pack (see downloadable document at the bottom of this page). The pack is designed to assist community groups that are thinking about finding premises, particularly Council owned premises, and includes:
  • key considerations before renting, leasing or buying premises, such as organisational capacity, legal requirements, financial implications, etc.;
  • an application form and guidance about how to apply to the Council for premises;
  • an explanation of the application and decision making processes within the Council;
  • contacts for advice / support and useful documents.
 
The group also worked on the revision of the language and content of Council leases and drafted ideas about how to incoroporate ‘community benefit’ into the criteria for deciding whether an organisation is eligible for discounted value, when buying a building from the Council.
