Compact Annual Event 2005

Getting Ready for Contracts ?
The annual event for the Compact between Sheffield City Council and the local voluntary and community sectors, held on 2nd March 2005.
 
Purpose and Aim of the Event
This was the annual event for the Sheffield Compact between the Council and the local voluntary and community sector. The event focused on the national procurement agenda, including the potential impact of this on relationships between the City Council and the Voluntary and Community Sectors (VCS) in Sheffield. The event aimed to:
  • Explore opportunities to expand procurement and increase diversity,
  • Raise awareness and understanding in relation to key areas including full cost recovery, added value, capacity building, conflicts of interest / advocacy, and performance management.
 
The event was split between a series of presentations and speakers and two workshop sessions.
 
Presentations
The presentations aimed to provide brief insights into the different perspectives engaged in the procurement agenda as well as the general and Compact context. The speakers at the event were:
  • Nick Warren, Chief Executive of Voluntary Action Sheffield and Joint Chair of the Compact Steering Group.
  • Bob Kerslake, Chief Executive of Sheffield City Council.
  • Steve Nesbit, Head of Community Policy and Diversity, Government Office for Yorkshire and Humber.
  • John Oram, Business Support Manager, Mencap.
  • Lorraine Purcell: Head of Contracts and Procurement, Sheffield City Council.
  • Cath Roff, Acting Executive Director of Social Services, Sheffield City Council.

Workshops
The aim of the workshops was to raise awareness and common understanding in relation to key areas, whilst also identifying opportunities to take work forward. Every delegate had the opportunity to attend two workshops.
The workshops sessions were as follows:
  • Full Cost Recovery: The true overheads needed to deliver the project / contract. Including what is full cost recovery, why it is important, and sharing current good practice.
  • Added Value: The added benefit the VCS can offer in competitive tendering. Including measuring community benefit and added value, best value, methodology and social audit.
  • Capacity Building: The support the VCS needs to get ready for contracts. Including growing provision, available support, and managing contracts.
  • Conflicts of Interest / Advocacy:  The potential pitfalls and dangers of the contracting relationship in terms of conflicts of interest. Including compromise, the potential impact on time and resources, and flexibility.
  • Performance Management: What is performance management and how can you demonstrate it? Including key principles, indicators, what funders are looking for, and delivering outputs.

The outcomes of the event, will be used to inform the continuing work of the Compact Steering Group and the Compact Funding Sub group in relation to these key areas, over the coming months.
