STANDARDS COMMITTEE

 

 Meeting to be held on Tuesday, 12th October, 2004 at 11.00 a.m.

in the Town Hall

 

 

 

PUBLIC INSPECTION OF DOCUMENTS AND ACCESS TO MEETING

 

 

(a)

You can see the reports to be discussed in public at the meeting if you call at the First Stop Reception, Old Town Hall, Pinstone Street entrance.  The Reception is open between 9.00 a.m. and 5.00 p.m. Monday - Thursday and between 9.00 a.m. and 4.45 p.m. on Friday, or you can ring on telephone no. 2734552.  You may not be allowed to see some reports because they contain confidential information.  These items are usually marked * on the agenda.

 

 

(b)

Standards Committee meetings are normally open to the public but sometimes the Committee may have to discuss an item in private.  If this happens, you will be asked to leave.  Any private items are normally left till last.

 

 

(c)

Members of the City Council can obtain further information on any of the agenda items by speaking to Mick Ogle on telephone no. 273 4007.

STANDARDS BOARD FOR ENGLAND - GUIDANCE

 

To consider:-

     (a) draft guidance for Monitoring Officers on Local Investigations of   

          Allegations of Misconduct, together with responses made by the ACSes.  

                                                                                    

     (b) draft guidance on Lobby Groups, Dual-hatted Members and the Code of

           Conduct, together with a proposed response by the ACSeS.                                                                                        

 

 

 

       (c) Guidance on How to Make a Complaint.

COMPLAINTS PROCEDURE

 

To receive

      (a) Notes on a Code of practice for Local Councils in Handling Complaints

                                                                                                  

      (b)   details of a procedure adopted by the Stocksbridge Town Council

MAINTENANCE OF CORPORATE GOVERNANCE - UPDATE

 

Monitoring Officer to report details of a Code of Corporate Governance and a Monitoring Officer Protocol.                                                      

 

 

6.

OFFICE OF THE DEPUTY PRIME MINISTER – CONSULTATION AND REVIEWS

 

(a) To receive details of consultation papers issued by the ODPM on:-

              (i) A model Code of Conduct for Local Government Employees

 

                                                                                                

 

              (ii) A Review of the Regulatory Framework Governing the Political Activities of Local Government Employees                                                

 

 

 

(b) To report  on proposals to undertake an Inquiry into the Role and Effectiveness of the Standards Board for England
