WORK PROGRAMME 2007 | ||
1. | PURPOSE OF THE REPORT | |
The purpose of this report is to inform the Board of the proposed Work Programme for the year. | ||
1.2 | The Board’s Terms of Reference and Remit | |
To exercise an overview and scrutiny function in respect of the planning, development and monitoring of service performance and other issues in respect of the area of Council activity relating to planning and economic development, wider environmental issues, culture, leisure, skills and training, and the quality of life in the City. | ||
The Board’s remit includes development, environmental management, regulatory services, consumer protection, planning and transportation, culture, leisure and associated leisure trusts, parks and countryside, economic regeneration activities and Regional and European development funding arrangements, Sheffield Environment Board and Sheffield First for Investment/Creative Sheffield. | ||
2. | PROGRAMME | |
The proposed programme for future meetings is as follows: | ||
15 November 2007 | ||
· Culture – (i) The development of culture proposals within the new Local Area Agreement; (ii) The work of the Libraries Service with the Museums and Libraries Association and other partners to raise the regional and national profile of the service; and (iii) Development of meaningful and appropriate methods of measuring outcomes for Culture. · Climate Change – Directorate Reports – Children and Young People’s Directorate. · The City’s dams: detail of the dams that are at risk and the nature of problems and action required. · Impact of the Government’s English Waste Strategy. · Muslim Burials and extended hours Burial Services – Response to matters considered by the Board on 20th September 2007. · Strategy for Listed Buildings and Relationship to City Masterplan | ||

3. | PROGRESS REPORTS | |
There are a number of items in relation to which the Board requested further reports or progress reports and these are included in the Board’s programme. | ||
4. | OUTSTANDING REPORTS | |
The issues detailed below were identified by the Board, as subjects for future reports: | ||
(a) The Development of the City’s Retail Quarter (b) Upperthorpe Healthy Living Centre (c) Beauchief Abbey Barns (d) Disposal of land to partner organisations | ||
5. | MONITORING PERFORMANCE | |
5.1 | External Trusts The monitoring of various external Trusts will be included in the work programme for the year. | |
5.2 | South Yorkshire Tourism | |
It is proposed that a Joint South Yorkshire Scrutiny Panel be established to undertake scrutiny reviews and monitor performance of South Yorkshire Tourism. The Protocol for such joint working is to be agreed by each of the participating local authorities. | ||
5.3 | Performance Indicators Performance information relating to areas of service within the Board’s remit is to be submitted to Members for each Quarter, to enable Members to monitor performance and identify services or aspects of service performance in relation to which they have concerns. | |
5.4 | Scrutiny of Local Strategic Partnerships The Government White Paper, Strong and Prosperous Communities, 2006, encourages scrutiny of Local Strategic Partnerships (LSP) to strengthen performance monitoring of Partnerships, review partnership work and contribute to strategy development. Particular emphasis is placed upon the scrutiny of Local Area Agreements (LAA) in terms of performance management. | |
The Local Government and Public Involvement Health Bill, 2006, also refers to a potential duty on partner organisations within the LAA to provide information in response to Scrutiny Board requests and to have regard to recommendations made by Scrutiny Boards. | ||
It is proposed that the Board examines the work of those parts of the Sheffield First Partnership that relate to its remit and initial preparations are being made with Sheffield First, to suggest how this might be approached. At its meeting on 8th October 2007, the Scrutiny Management Board requested that an overview of the Sheffield First Partnership be considered at a meeting of Scrutiny Council and subsequently, Scrutiny Boards could decide to look in more detail at aspects of the Partnership. | ||
6. | FUTURE “IN DEPTH” PROJECT | |
It is proposed that the Board undertake an investigation into the Council’s planning process entitled “How might quality be added to the planning function, without compromising performance?” | ||
7. | RECOMMENDATIONS | |
Members are requested to (a) note the outline programme for 2007/08 and (b) Identify other topics, which they would like to include in the work programme for scrutiny or policy development. | ||
