West and North Planning and Highways Area Board Agenda 23rd September, 2008

Meeting to be held on Tuesday, 23rd September, 2008, at 2.00 p.m. in a Committee Room at the Town Hall
 

Public Inspection Of Documents And Access To Meeting

           
(a)       Members of the public who wish to attend the Board meeting should report to the First Point Reception desk at the Old Town Hall, Pinstone Street entrance, where you will be directed to the meeting room.
           
(b)       You can see the reports to be discussed in public at the meeting if you call at the First Point Reception, Old Town Hall, Pinstone Street entrance.  The Reception is open between 9.00 a.m. and 5.00 p.m. Monday - Thursday and between 9.00 a.m. and 4.45 p.m. on Friday, or you can ring on telephone no. 2734552.  You may not be allowed to see some reports because they contain confidential information.  These items are usually marked * on the agenda.
           
(c)        Board Meetings are normally open to the public but sometimes Members may have to discuss an item in private.  If this happens, you will be asked to leave.  Any private items are normally left till last.
           
(d)       Members of the City Council can obtain further information on any of the agenda items by speaking to Martyn Riley on telephone no. 273 4008.

1.         Exclusion Of Press And Public

To identify items where resolutions may be moved to exclude the press and public.
           

2.         Apologies For Absence From Members Of The Board

           

3.         Declarations Of Interest

To receive any declarations of interest.
           

4.         Minutes Of Last Meeting

Minutes of the meeting held on 9th September, 2008.
                                                                                                           

5.         Site Visit

To agree a date for any site visits required in connection with planning applications prior to the next meeting of the Board.
           

6.         New Petitions

To report the receipt of petitions (i) containing 56 signatures requesting barriers at each end of a pathway leading into Angram Bank playing fields from between 40 and 42 South Road,
 
(ii) containing 26 signatures from residents stating that they are unable to park on Barnsley Road due to the road being used by staff and visitors to the Northern General Hospital.  There is also concern over increased traffic due to temporary repairs on the road,
 
(iii) containing 30 signatures requesting a Residents’ Parking Scheme on Falding Street be made permanent and
 
(iv) containing eight signatures requesting the pavement on Stothard Road in Crookes to be resurfaced.
           

7.         Proposed Windfarm, Sheephouse Heights, Penistone:  Response To Consultation From Barnsley Metropolitan District Council

10.       Appeals

To note that (a) the First Secretary of State has:-
           
(i)         received appeals against the decision of the City Council to refuse planning permission, under delegated powers, for:-
           
(A)       the erection of 2 dwellinghouses at the rear of 6, 8 and 10 Watersmeet Road (Case no. 08/02035/FUL); and
 
(B)       the erection of 2 dwellinghouses within the curtilage of 6, 8 and 10 Watersmeet Road (Case No. 07/04672/FUL);
           
(ii)        dismissed appeals against:-
           
(A)       the decision of the City Council to refuse advertisement consent, at its meeting held on 25 March, 2008, for the retention of banner signs to the perimeter fence at Thorncliffe Cricket and Social Club, Loundside, Chapeltown (Case No. 07/04078/ADV);
           
(B)       an Enforcement Notice served by the City Council at its meeting held on 11 September, 2007, in respect of the use of the ground floor of a building as a community meeting space at 19 Hinde Street, (Case No. 07/02540/CHU); and
           
(C)       an Enforcement Notice served by the City Council relating to a breach of planning control in respect of excavation works on land at 729 Worrall Road; and
           
(b) an appeal received by the Secretary State against the decision of the City Council to refuse, under delegated powers, the establishment of the Lawful Use of a building as a residential property, incidental to the enjoyment of the main dwellinghouse at Bank Cottage, Bank Lane, Bolsterstone (Case No. 08/00536/LU1) has been withdrawn.
