RESIDENTIAL, INDUSTRIAL & TECHNICAL APPENDIX - DESIGN GUIDES
 
1.0      PURPOSE OR THE REPORT
 
1.1      To advise members on the completion of the Industrial Design Guide which was undertaken by Objective 1 in co-operation with the four South Yorkshire Authorities; and the completion of the Residential Design Guide and technical appendix covering both industrial and residential areas, which was undertaken by consultants on behalf of the four South Yorkshire authorities and the Passenger Transport Executive.
 
1.2      To ask members to note the contents and status of the design guides and technical appendices.
 
2.0      BACKGROUND INFORMATION
 
2.1      The present residential design guide is now quite old and has been substantially overtaken by recent government legislation and guidance (Planning Policy Guidance 13, Design Bullletin 32).         
 
2.2      Since early in 2001, when the first draft of a new South Yorkshire residential design guide was completed, the four South Yorkshire Local Authorities (Sheffield City Council, Barnsley MBC, Doncaster MBC & Rotherham MBC), together with the South Yorkshire PTE have been undertaking work to complete the guide and produce a technical appendix which will cover both residential and commercial developments.
 
2.3      In parallel to the above work Objective 1 have developed a commercial design guide which is intended to complement work on the residential design guide.
 
3.0      CONSULTATION
 
3.1      As all three documents have been developed extensive consultation with developers, consultants, contractors, emergency services and statutory undertakers has taken place, and where appropriate responses have been incorporated within the final documents.
 
3.2      Once these documents have been reported to each authorities relevant Committee, the documents will be widely circulated, and will be available to everyone on the Council's web site.
 
3.3      As these guides become more widely used, comments from all interested parties will be encouraged, and it is anticipated that approximately 12 months after initial release a detailed review of the operation of these guides and comments received will be undertaken and amendments made to the guides where considered necessary.

4.0      STATUS OF DOCUMENTS
 
4.1      The two core documents (Better places to live in South Yorkshire and Better places to work in South Yorkshire) have been produced to give developers guidance on issues that need to be considered as sites come forward for development.
 
4.2      The technical appendix is aimed at giving more detailed guidance for highway design and gives technical information on design and materials specification to ensure highway adoption requirements are met where appropriate.
 
4.3      Although some of the South Yorkshire authorities that are party to these documents may adopt some or all of these guides as SPG or SPD, it is not the intention that Sheffield City Council will follow this route at this time; At present these documents will simply be used as guidance on good practice.
 
4.4      As the Sheffield Development Framework is formulated to replace the present UDP, some parts of these guidance documents may be incorporated within the new documents, but this will be subject to separate member review.
 
5.0      EQUAL OPPORTUNITIES
 
5.1      All the guidance within these documents supports and promotes measures to make both residential and commercial developments more attractive and accessible for people with mobility limitations.
 
6.0      ENVIRONMENTAL IMPLICATIONS
 
6.1      Both the residential and commercial design guides promote measures to ensure sustainable developments are created.
 
6.2      The technical appendix includes specific measures such as Sustainable Urban Drainage Systems (SUDS), which are specifically aimed at making new developments as environmentally friendly as possible.
 
7.0      FINANCIAL IMPLICATIONS
 
7.1      There are no new financial implications arising from this report.
 
8.0      RECOMMENDATION
 
8.1      Members are recommended to:-
 
a)    Note the guidance contained within the Residential, Commercial and Technical design guides.
 
b)    Endorse ongoing consultations and document review procedures indicated above.
