Decision: That delegated authority be given to officers to deliver a policy of incorporating independent, non-binding parental ballots into consultation processes where school Governing Bodies wish to explore a change in school status through:
(i) holding independently-managed non-binding ballots for all new Academy proposals as part of the Neighbourhood Commission process,;
(ii) strongly encouraging school governing bodies who wish to become a Trust school to hold independently-managed non-binding ballots,;
(iii) that the population to be balloted should be the parents of pupils at the school and at all feeder schools (where appropriate); and
(iv) in the case of the Parkwood academy, where the Neighbourhood Commission process has been completed, to hold a ballot in the autumn as part of the statutory consultation period.

Decision: To procure a design team from the Designer Panel to:-
a) Undertake design work, including housing mix, development standards and phasing for the development and financial modelling to show the financial viability of the proposed scheme; and
b) Complete outline design and gain planning permission for the site.

Decision: To seek approval to appoint external consultancy support for a period of 6 months to implement the recommendations of an opportunity assessment and deliver wave 2 savings within the OTP Procurement Project.

Decision: To sell a development site at Manor Oaks Road/Manor Oaks Place, Wybourn, at the price set out in the attached report to allow the development of 4 bungalows and 6 apartments for social rent by Manchester Methodist Housing Association.

Decision: To (a) seek approval for additional capital expenditure of £153K as outlined in the attached CP Form A Variation; and (b) note that the increase in revenue budget as a consequence of the capital investment will be covered by additional resources provided through the Sharrow Programme and S106 funding.
