NATURE OF DECISION: That a loan equivalent to a Scowerdons, Weakland and Newstead (SwaN) Relocation Loan is made to an owner occupier who relocated before the Private Sector Housing Policy was amended to include SwaN Relocation Loan Assistance, and who, but for the timing of their move, would otherwise be eligible, to enable them to discharge financial assistance provided by Home Housing.
