EXECUTIVE DIRECTOR/HEAD OF SERVICE: Director of Housing
CABINET MEMBER: Councillor Chris Weldon
DECISION: To declare the demolition phase in respect of 2 properties at Wybourn to take effect from 30th November, 2007 and a demolition phase in respect of 69 properties at Wybourn and Arbourthorne to take effect from 3rd December, 2007 in accordance with the implementation of the Wybourn and Manor Park (WAMP) Masterplan.

EXECUTIVE DIRECTOR/HEAD OF SERVICE: Director of Development Services
CABINET MEMBER: Councillor Bryan Lodge
DECISION: That (a) the rates and prices contained within each individual tender of the following two successful Contractors be accepted and a letter of acceptance be issued to each; Contractor B, Variable Message Signs Ltd and Contractor C, Hill and Smith Ltd t/a Techspan Systems;
(b) subject to the satisfactory completion of equipment trials the rates and prices contained within the tender of Contractor A, Unipart Rail Ltd, t/a Dorman Varitext, be accepted and a letter of acceptance be issued to them;
(c) delegated authority be granted to the Head of Transport and Highways to place orders for work as appropriate with each of the successful Contractors at the rates and prices contained within their individual tenders; and
(d) the spending profile be noted

EXECUTIVE DIRECTOR/HEAD OF SERVICE: Deputy Director of Corporate Resources
CABINET MEMBER: Councillor Steve Jones
DECISION: It is recommended that (a) approval be given to slip part of the Vehicle and Plant acquisition programme (£967,000) from the current Approved 2007/08 Capital programme to that for 2008/09 as outlined in paragraph 3;
(b) it be noted that the position on the Chief Executive’s 2007/08 Capital Programme (after allowing for the adjustment above) is projected to be to budget; and
(c) in line with the Financial Framework, that the Director of Corporate Resources be required to report back on the position at the end of December 2007.

EXECUTIVE DIRECTOR/HEAD OF SERVICE: Deputy Director of Corporate Resources
CABINET MEMBER: Councillor Steve Jones
DECISION: It is recommended that (a) Heads of Service note that whilst there are a number of in-year pressures and the position remains very tight, a balanced budget position is now anticipated on the Chief Executive’s Directorate budget;
(b) Heads of Service continue to stringently manage their expenditure commitments in order to address the impact on in-year pressures and ensure that at least a balanced budget is achieved;
(c) The Director of Resources provides an update report in January 2008 in line with the reporting requirements of the Financial Framework;
(d) Heads of Service note that performance on creditor payments at 95% was in line with the Corporate target;
(e) Heads of Service note that performance on debtors at 92% is 2% above the Corporate target; and
(f) Heads of Service note that the key contents of this report will be incorporated into a report on the overall Council’s Revenue Budget in November and be reported to the Strategic Resources and Performance Scrutiny Board in December.

CABINET MEMBER: Councillor Harry Harpham
DECISION: That the contract of the current interim Head of Planning Performance and Partnership Service is extended for 3 months until 31st March 2008.

EXECUTIVE DIRECTOR/HEAD OF SERVICE: Executive Director, Children and Young People’s Directorate
CABINET MEMBER: Councillor Harry Harpham
DECISION: Agreement to enter into secondment arrangements with the Department for Children, Schools and Families (DCSF) for the services of Peter Mucklow, Deputy Director within DCSF into the post of Director of Planning Performance and Partnership Service, for a period of up to 2 years from 7th January 2008.

DECISION: Authority for the Council to enter into a new Admissions Agreement in respect of catering staff to enable pension rights to be transferred
