DECISION: To award a contract for consultancy services to support the conclusion of the pay review to Ways HR consultancy using a single tender procedure.

EXECUTIVE DIRECTOR/HEAD OF SERVICE: Director of Parks and Countryside
CABINET MEMBER: Councillor Tim Rippon
DECISION: That (a) the principal of establishing a partnership to deliver river stewardship through a not-for-profit social enterprise company is endorsed, and the Executive Director DEL authorised to work with the partners to establish a suitable form of company to embody the partnership, subject to the advice of the Assistant Chief Executive, Legal and Governance and approval of the Memorandum and Articles by Cabinet;
(b) the Director of Parks and Countryside be authorised to advertise and appoint two River Stewards to be managed through the Parks and Countryside Ranger Service, subject to receipt of the funding referred to in Section 7.0 of the Report;
(c) a more detailed assessment of current direct and indirect expenditure on river maintenance and management by all DEL services be conducted and reported to the DEL Programme Management Board, (DEL PMB) with a view to identifying potential savings and resources;
(d) subject to the outcome of this exercise provision is sought for a contribution of up to £20,000 pa to the Stewardship scheme from year 2009/2010 from the DEL Budget;
(e) a further detailed report is made to the DEL PMB once this work has been completed and the Business Plan firmed up.
