RECORD OF EXERCISE OF DELEGATED POWERS 19TH JULY 2007 TO 1ST AUGUST 2007
EXECUTIVE DIRECTOR/HEAD OF SERVICE: Executive Director, Children and Young People
CABINET MEMBERS: Councillor Harry Harpham
DECISION: To (a) note the outturn position for the Children and Young People’s Directorate;
(b) seek approval to contribute £650,000 to dedicated school reserves for the development of Children’s Centres and Service District Integration and investment in the Directorate’s priority for improved prevention and earlier intervention and the associated risks. A further report on the use of the reserve to be provided to Cabinet during the year;
(c) seek Cabinet approval for the £94,000 School Sports Centres underspend to be carried forward and subject to future management arrangements to be agreed with Development, Environment and Leisure Services; and
(d) submit the outturn statement to Cabinet for consolidation into the overall accounts of the City Council.

DECISION: To approve the establishment of a post of Programme Manager at grade DG6 to manage the Corporate Programme Managers and Organisational Transformation Programme Team.

DECISION: To approve the appointment of a Neutral Vendor to manage and monitor agency staff across the City Council.

DECISION: That (a) authority be given to accept the tender of Kier Sheffield LLP in the sum of £1,861,928.25 in respect of Year 3 of the Primary School Prioritisation Programme;
(b) the Head of Design and Project Management be authorised to issue a letter of acceptance for this Project;
(c) approval be given to the expenditure of £16,073.86 for “Other work” by way of direct order; and
(d) the spending profile be noted.

CABINET MEMBER: Councillor Bryan Lodge
DECISION: (a) that approval be given to providing additional capital funding amounting to £2.5m to be used for temporary capital repairs across the highway network together with the permanent repair of the A61 near to the Crown Inn and preliminary work in relation to other permanent schemes and (b) to retrospectively authorise £0.8m of expenditure associated with the emergency response during and in the immediate aftermath of the storm.
