NAME OF CABINET MEMBER: Councillor Chris Weldon and Councillor Steve Jones
NATURE OF DECISION: To approve (a) the entering into a contract with AllPay.Net to provide a payment network for rent payments using swipe cards, subject to the agreement of suitable "terms and conditions", (b) the entering into a contract with the Alliance and Leicester to provide a payment network for Council Tax and Sundry Debt Payments, subject to the agreement of suitable "terms and conditions" and (c) the award of the contracts for the primary three year period, with a two year extension to be awarded for the combined service to one, both or neither of the contractors depending on innovation and technical progress made in the first three years.

NATURE OF DECISION: To approve (a) the allotment rent increases detailed in the report and that tenants be given 12 months' notice of the increase and (b) that the rent discounts remain and that the Director of Finance and Facilities be asked to continue the discount confirmation process.
