Best Value Performance Plan 2004/05

MEETING OF THE CITY  COUNCIL 7TH   JULY, 2004                              
                                                                                            
                                                                    
At its meeting on 23rd June, 2004, the Cabinet considered a report of the Chief Executive, containing details of the Council’s Best Value Performance Plan for 2004/2005.  
In accordance with the list of matters which are statutorily reserved for Council, as approved at the Council at its meeting on 5th April, 2000, the decision of the Cabinet, as set out below, is referred to the City Council for consideration:-
 
 
BEST VALUE PERFORMANCE PLAN 2004/2005
                The Chief Executive submitted a report containing details of the Council’s Best Value Performance Plan for 2004/2005, which had been prepared in accordance with the Local Government Act 1999.  The representative of the Chief Executive explained that each local authority was required to publish a Best Value Performance Plan each year, together with specific performance data for 2003/2004 and targets for the next three years.  He added that, for Councils rated “good” or “excellent”, the narrative requirements had been dropped, although each indicator was accompanied by a brief commentary.  He pointed out that over 60% of the Council’s Performance Indicators had shown improvement although he drew attention to the issues which remained to be addressed.  He added that in view of the timescales involved in assembling the data, there were still a few indicators for which information was outstanding and that these gaps would be filled prior to its publication.
                 Members of the Cabinet paid tribute to the work of particular Council Members and to officers in achieving the improvements in particular areas.
RESOLVED: That (a) approval be given to the Best Value Performance Plan for 2004/2005 together with the targets for future years as set out in the report now submitted; and
                  (b) the Chief Executive, in consultation with the Cabinet Member for Finance and Performance, be granted delegated authority to update and make final amendments to the Plan and to approve the final document for publication, in accordance with the arrangements now reported.
 (NOTE: 1. This matter is reserved for consideration by the Council and
cannot therefore be called-in for scrutiny.
2. Copies of the report are circulated to all Council Members with the Council Summons.)
