Area Plan Review Report
Report to: the South East Area Panel
Report of: the Area Co-ordinator
Area Plan 2005 - 2008
1. Purpose of the Report
1.1. To review progress against the last published Area Plan.
2. Background
2.1. The South East Area Panel has produced four annual Area Plans beginning in 1999. The current plan was produced for the calendar year 2003.
2.2. No area action plans were produced for the year 2004 because of the uncertainty of the outcome of the Boundary Review and the Best Value Review that was taking place in Area Action.
3. Current Position
3.1. Considerable progress has been made since the current Area Plan was produced. A review of the aims and achievements of that plan are set out at appendix A.
3.2. It can be seen from this that where an objective has not been met that is because the achievement was outside of the control of the Area Panel. This is seen in examples such as the development of a strategy for Older People or the review and implementation of an updated Communications Strategy, where because of staff changes and a review of priorities the objectives were not met.
3.3. Where outcomes were within the control of the Area Panel, outputs have usually exceeded requirements. As in the Sport and Health Strategy, the Safe Walking Routes projects, the support and development within the SWaN Regeneration scheme and the Woodhouse ExtraCare Retirement Village.
4. Future Actions
4.1. In line with the recommendations of the Best Value Review of Area Action, a three year Area Plan will be published in November 2004 to cover the period 2005 – 07. There will be a one-year delivery plan to support this.
4.2. Key priorities will be put before Members, community, partners and officers of the Sheffield City Council and signed off at a Community Conference to be held in early September.
5. Recommendations
5.1. It is recommended that Members
5.1.1. Receive the Review of the Area Plan 2003
5.1.2. Note the course of action as set out above in order to develop an Area Plan for 2003 - 05.
