Information and actions relating to the operation of the Owlerton / Southey Green Area Panel to the week ending 8th March 2008.
Area Panel News
Next Area Panel / SOAR Public Meeting
We are continuing to pilot monthly joint public meetings with the SOAR board until April 2008. The next meeting will focus on the Southey neighbourhood and will include a report from the Neigbourhood Worker Deborah Nicolson. The meeting is on Thursday March 20th 7.30pm to 9pm, at the Shirecliffe Community Centre.
Staff Changes
Andy Cain, Committee Clerk who has minuted the Area Panel meetings for the last 9 years has moved on and his successor is Linda Goodhew.
Working Neighbourhoods Fund
At the Full Council meeting on Wednesday 7th March the decision will be made on the amount of funding that will be made available from this fund to the City’s Area Panel for 2008/09. However, guidance on the funding and its use will not be available until after this date and therefore it is anticipated that money will not be available for projects until June 2008.
Environment
Southey Owlerton and Lord Mayor‘s In Bloom Award
Area Panel and SOAR Environment, Transport and Liveability Theme Group are supporting local In Bloom projects including providing funding. Parson Cross Design Forum
This is being developed by Council’s North Sheffield Regeneration Team to enable local people to take and active role in selecting architects and designers involved in regeneration projects across the area. For more information contact NSRT 203 9568 nrst@sheffield.gov.uk
Barratt’s Planning Application

Chaucer Buchanan District Center
In March and April presentations on what is going to be in the new district centre and how people can be involved designs will be made by Sheffield City Council and SOAR to all the TARAs and theme groups in the area. Library Learning Center and Public Square
A planning application has been successfully submitted for the Library Learning Centre. In March 5Alive magazine there is going to be a vote for the name of the new building, details of this vote are also on the SOAR website. Design work on the public square is continuing and as part of the above presentations there will be consultation on the sort of activities that could take place and how people can participate in these. Medical Center
Negotiations are continuing with the shopkeepers of 285-301 Buchanan Road to buy their leases. The PCT and their LIFT partners are continuing work on firming up the exact requirements for the building, including services to be provided and how many rooms will be needed.
Foodstore
English Partnerships are working with Sheffield City Council to work out the best way of running the competition for this site and then the competition will begin.
Mixed Use Block and Tower
There is a proposal that the district centre will include a block of residential and commercial space and a tower with a similar mix of space in it. Schmidt Hammer Lassen and Rider Levett Bucknall are currently looking into the best way to design and deliver these buildings.
Community Safety
Elm Lane Accident Reduction Scheme
This was approved at the Council’s West and North Area Planning Board and following additional consultation the scheme is now going through detailed design and will work start after April with completion in mid-Summer 2008. 101 Reporting Line
Sheffield City Council recently put together a proposal to secure the immediate future of the successful 101 non-emergency number, and if agreed the service will continue until at least March 2009. Please continue to direct residents to this to report anti-social and nuisance behaviour.

Parenting Matters Strategy
The new City strategy will be considered at the Parson Cross / Ecclesfield Service District event on Thursday 20th March 2008. Activity Sheffield Staff Changes
Jo Willis who has been implementing the Area Recreation Plan for the past 2 years has now moved on to be Area Manager in the South East of the City, so congratulations to her. Jo’s post is funded by the Area Panel’s NRF and the work, which includes the coordination of the next Blast Off programme, will continue to be covered by Dawn Young

Neighbourhood Issues
How Your Neighbourhood Works
The 6 session programme on local issues and the structures for decision making run by OFFER and supported by SOAR and Area Panel ended last week. 12 individuals completed the course and are now looking to continue to develop their knowledge and skills through some further follow-up activity.
Margetson Multi-agency Meeting
This group holds an overview of work and initiatives that aim to improve Margetson Neighbourhood Centre and is coordinated by Parson Cross Forum with Area Panel support. The next meeting is on 13th March 4.30 – 6.00 pm at Thomas Mores Church and will be considering the Knutton Road workspace designs and other priority work.
Foxhill Community Centre
To help determine the future of Foxhill CC the Council has been involved in talks with local TARA representatives, schools, Sheffield Homes, the Foxhill Forum, youth workers/organisations, councillors, and people from other community facilities in the area. The issue has also been discussed at two public meetings. A number of local volunteers have offered to form a group to represent the community in the final stages of the review. It is hoped to progress meetings with final key stakeholders in March 2008.
