Notes of an Inquorate Meeting held 21st February, 2008 at the Wolfe Road Centre, Foxhill

On the basis that there was only one Member of the Owlerton/Southey Green Area Panel present, the meeting was declared inquorate.
Action
1. Appointment Of Joint Chair
In the absence of Councillor Gill Furniss, the Joint Meeting appointed Councillor Alan Law to jointly Chair the meeting with Louise Nield.
2. Apologies For Absence
Apologies for absence were received from Councillors Gill Furniss, Leigh Bramall, Vic Bowden, Steve Jones and Chris Weldon (Owlerton/Southey Green Area Panel) and Winnie Cartwright, Cyril Olsen and Paul Voyse (SOAR Board).
3. Declarations Of Interest
There were no declarations of interest.
4. Minutes/Matters Arising
The notes of the inquorate meeting held on 17th January, 2008, were received and, arising therefrom, Lois Downes highlighted, on behalf of Cyril Olsen, that Item 3(a) related to tenants who were not in arrears, as opposed to those that were in arrears, and requested that Councillor Gill Furniss follow this matter up, as previously requested. 5. Rolling Action Checklist
The Rolling Action Checklist for meetings up to 17th January, 2008, was noted and, arising therefrom, the following additional issues were raised:-
Issue 2. Notice Board at Longley
Richard Wildgoose informed the meeting that a notice board had been ordered and would be erected within the next few weeks.
Issues 3, 4, 5 and 13 - Highway Issues
Stuart Bolton indicated that these issues would be addressed at the next meeting.
Issue 11. Southey Green Shopping Precinct
Stuart Bolton indicated that the parking bays at the shopping precinct had been financed through Small Highways funding. Janet Bagshaw expressed concern that the bays were now being used as a park and ride and requested that consideration be given to implementing parking restrictions. Stuart Bolton
Issue 12. Tree removal at Crowder Avenue
Janet Bagshaw referred to a petition submitted to the Joint Meeting of 13th November 2007, regarding a request for the removal of a tree from a driveway in Crowder Avenue and understood that the residents were considering legal action against the City Council as the tree had now fallen, causing damage to an adjacent vehicle.
Issue 15. Funding for Future Festivals
Stuart Bolton indicated that information on the criteria for Working Neighbourhoods Funding was still awaited but should be available by the middle of March, 2008.
6. Public Questions And Petitions
There were no public questions asked or petitions submitted.
7. Safer Neighbourhoods Report
Andy McFarlane, Inspector for the Ecclesfield Safer Neighbourhood Area (SNA), circulated a newsletter entitled “Your Voice Counts” and informed the meeting of the structure of the Ecclesfield Safer Neighbourhoods Team (SNT), which, from 1st April 2008, would consist of 2 sergeants, 10 constables and 14 Police Community Support Officers (PCSOs). They would be divided into 2 teams and would work between the hours of 8.00 a.m. and 10 p.m., thereby providing more public visibility. The teams would be working with partners and would be more citizen focused. The PCSOs would be working in geographical areas, forging strong links with local TARAs and Sheffield City Council.
Lisa Casey, Safer Neighbourhood Officer, provided background information regarding SNAs across the city and referred to the priorities established by the Crime and Disorder Strategy to address Burglary, Vehicle Crime, Violent Crime and Anti-social Behaviour. Locally, she referred to the work of the Community Safety Groups and the multi-agency Neighbourhood Action Group and the priorities established which included Youth Nuisance, Motor Vehicle Nuisance, Drug Dealing and Anti-social Behaviour.
She referred to the excellent partnership working being undertaken, including the contribution of the Partnership Theme Group, and with it being a multi-agency approach a template had been drawn up for each partner to sign up to ensure a consistent approach was given to enforcement.
The Joint Chairs thanked Andy McFarlane and Lisa Casey for their presentation.
8. Housing, Crime And Community Safety Theme Group Update
Janet Bagshaw gave a presentation regarding the work of the Housing, Crime and Community Safety Theme Group. The Group’s aims were to work with the community, provide support and guidance, identify problem areas, keep people informed, provide regular progress reports and outcomes and work with agencies and statutory bodies.
She added that the Group addressed local problems such as nuisance bike riding and was working to make the area safer by listening to concerns raised by members of the community and identifying the action to be taken. The Group also encouraged the use of the 101 number, which helped the Police and estate wardens to identify hot spots. She pointed out that issues such as neighbour noise or rowdy children were not as easily resolved as in the past as some people could be violent when approached regarding these issues.
She also informed members that the pedestrian crossing on Herries Road would be installed at a cost of £200,000 and that the Group were looking at ways of raising money to provide fixed cameras at the Margetson Shops.
Janet Bagshaw also referred to the success of the Blast Off initiative and the financial support it had received from many agencies. Many different activities were provided such as football and fishing and a finals day was run with great success. The SNA reported that anti-social behaviour had reduced by 20%, as compared to 10% citywide, during the period of the initiative.
The Joint Chairs (a) informed members that the 101 number had now been funded for a further 12 months; and
(b) thanked Janet Bagshaw for her update.
9. Area Co-Ordinator’s Report
Stuart Bolton submitted the Owlerton/Southey Green Area Panel E-briefing which contained Area Panel news, including details of the Southey Owlerton New Year Awards, which were presented to recipients at an event on January 25th, 2008, at Shirecliffe Community Centre, and that Lindsay Smith had been appointed as Joint Area Co-ordinator.
Further information was provided relating to Service Improvements and Access to Opportunities, Community Safety, Children and Young People and Neighbourhood Issues.
Stuart Bolton invited people in attendance to complete the Panel’s annual satisfaction survey, which was circulated.

10. Partnership Manager’s Report
Ian Drayton, SOAR Partnership Manager, submitted a report containing an overview of key activities and initiatives being pursued by the SOAR Team and the Neighbourhoods. The following issues were highlighted:-
· The Open House event at the Margetson Christmas Market was considered to be a resounding success and it was planned to hold 3 further events during 2008.
· The Smoking Cessation article, which had appeared in The Star newspaper on 24th January 2008, regarding a local lady who had managed to stop smoking with the support of Lisa Harman.
· Four architects had submitted outline designs for the development of the Knutton Road Neighbourhood Enterprise Centre and one of these would be appointed on February 18th, 2008, following interviews.
· Planning permission had been submitted for the Library Learning Centre and a naming competition had been included in the next 5 Alive magazine. There were 5 possible names for which people could vote.
· The work being undertaken by SOAR regarding the ERDF Priority 3 funding bid to attract investment in the area, with particular focus on getting people back into work or into business.
· The March issue of 5 Alive would be delivered to an additional 10,000 homes and businesses in Firth Park and Shiregreen.
· The SOAR Team had achieved Investors in People status.
· Consultation was being undertaken regarding the proposed development on the Adlington site and there would be an event at Chaucer School on Saturday 23rd February, 2008, between 12.30 p.m. and 2.00 p.m.

11. Future Agenda Items
The SOAR/Area Panel Joint Meeting Forward Plan was received and noted.
Stuart Bolton indicated that, in addition to the items contained in the Plan, items relating to Highways, the Access Strategy and Youth Club issues would be included on the next agenda.
12. Date Of Next Meeting
It was noted that the next Joint Meeting would be held on Thursday, 20th March, 2008 at 7.00 p.m. at the Shirecliffe Community Centre.
