1. | APOLOGIES FOR ABSENCE FROM MEMBERS OF THE BOARD | |||
Apologies for absence were received from Councillors Alan Law, Steve Jones and Chris Weldon. | ||||
2. | FOXHILL FORUM – NEIGHBOURHOOD REGENERATION TEAM | |||
The Panel received a presentation from members of the Foxhill Forum Regeneration Team, which was based at the Wolfe Road Centre. | ||||
Mark Wilde, the Forum’s Manager, indicated that the Forum had been awarded £183,565 Lottery funding in December, 2005, for a period of two years, to enable them to fund a Foxhill Neighbourhood Regeneration Team to work with local people, community groups and statutory agencies in Foxhill to build capacity and take forward the delivery of the regeneration plan for Foxhill. His role involved managing the Forum’s day-to-day operations including responsibility for staff, finance, organisational development and quality assurance and he was also responsible for the development of a Business Plan, securing future funding and exploring ways of generating income to achieve sustainability. | ||||
Adam Matich, Regeneration Officer, indicated that his role was to provide advice and support to community groups, recruit, support and supervise volunteers, liaise with statutory and other service providers to develop sustainable projects and services in Foxhill and organise and co-ordinate events and festivals, neighbourhood meetings and consultation workshops and also to engage local people in the planning and delivery process. He particularly referred to the close links he was establishing with the Artisan Project and gave details of the Foxhill Health and Fun Day event on 29th July, 2006. | ||||
Josanne McLean, Finance and Monitoring Officer, indicated that her role was to oversee the Forum’s finances, support and train new groups and develop ways of making the Forum sustainable and Karen Hill, Administrator, indicated that her role was to ensure the efficient running of the Forum’s office, administer community meetings, circulate information and support local groups with their administration and office systems. | ||||
A report which provided more details of the work being undertaken by the Regeneration Team, the Annual Report 2004/2005 and a recent edition of the Forum’s ‘Route 42’ Magazine were circulated at the meeting. | ||||
The Panel thanked the members of the Foxhill Forum Regeneration Team and noted the information reported. | ||||
3. | HOUSING DEVELOPMENT IN FOXHILL – ARTISAN | |||
Lis Phelan, Artisan Director, gave a presentation regarding the work being undertaken by Artisan, the chosen developer for the Foxhill Regeneration Sites. She reported that Artisan were an independent property development company specialising in urban regeneration. The Company was established in 1990, working in the leisure property sector, transforming a run down area of Manchester and had continued to develop other sites, mainly in the Manchester area, particularly specialising in large mixed-use developments in regeneration areas and which had led them to be recognised nationally as being one of the leading developers in the regeneration sector. | ||||
Ms Phelan went on to refer to the work Artisan would be undertaking in the Foxhill area in developing a residential scheme for over 200 new homes and she introduced Simon Finlay who had recently been appointed as Project Manager for the Foxhill scheme and reported that a firm of internationally recognised architects, Mecanoo, from the Netherlands, had been chosen to design the scheme. She also highlighted the benefits of the location in terms of its panoramic views and believed that local people would benefit from the employment and training opportunities which would be created as Artisan were committed to engaging a local workforce as they believed that a vibrant and sustainable community could not just depend on new housing. | ||||
As an independent developer Artisan were committed to and had experience of working in partnership both with local authorities, Urban Regeneration Companies and national agencies. Quality materials and good design were important to Artisan and they had recently been selected to receive Built in Quality Awards from Manchester City Council. She also referred to the fact that Foxhill was one of three schemes that Artisan were developing in Sheffield. | ||||
A draft plan of the Foxhill scheme was displayed and Lis Phelan indicated that booklets were available which provided more information about Artisan. She stated that it was proposed for there to be a mix of apartments, bungalows and three and four bedroomed houses with around 25 units being managed by a Housing Association. An open day was to be held towards the end of June, 2006, and regular meetings and events were planned to keep everyone informed on progress. She believed that planning permission would be sought during the summer of 2006 and that, if approved, building would commence before the end of 2006. | ||||
Lis Phelan and Simon Finlay then responded to questions and comments regarding the need for good access for the Heavy Goods Vehicles that would be delivering materials to the regeneration sites, measures to alleviate inconvenience to neighbouring residents whilst the work was being undertaken, joint working that was being undertaken with the SOAR Adults, Skills and Enterprise Theme Group to look at ways to ensure that local people had access to the job opportunities that would be available, public transport issues and how the project would be managed. | ||||

4. | ACTIVITY SHEFFIELD | |||
Richard Sutcliffe gave a presentation regarding the Panel’s Area Recreation Plan 2006-2008, which was based around the three main themes of the Extended Schools Programme, Primary Care Trust Activity and Liveability Programme. He also introduced Dawn Young, Area Manager and Jo Willis, Development Officer for the Plan. | ||||
He referred to initiatives to promote active lifestyles to improve people’s quality of life through a wide range of exercise, sport and play activity including holiday programmes, participation events and health walks. With regard to older people a ‘Nutrition Screening’ Programme was being funded through Neighbourhood Renewal Funding and strength and balance courses were being held to assist with a range of issues including fall prevention. Obesity in children and adults had been identified as a key issue and a series of measures introduced to address this problem. | ||||
With regard to Liveability the main focus was on increasing the usage of the parks developed through the Liveability Programme through physical activity, sport and play. A marketing campaign had been engaged to promote the use of the parks, which was aimed at all sectors of the community. | ||||
Further details of the work being undertaken was contained in the Active Owlerton and Southey Green Half-Term End of Programme Report, published in February, 2006, which was circulated at the meeting. A video highlighting the activity being undertaking in the area was shown. | ||||

5. | WORKSHOPS | |||
Andy Wier invited members of the public to participate in Working Groups to consider two aspects of the Area’s Recreation Plan relating to (a) Older People and (b) Liveability and the outcomes of these Working Groups were as follows:-. | ||||
Older People – Activities most needed | ||||
· Historical or Environmental Walks to inform on local landmarks | ||||
· Walking Schemes (Library/Pedometer) | ||||
· Better links to existing social and activity clubs such as Lunch Clubs or Tai Chi. | ||||
Older People – Getting the message across | ||||
· Pool information and use local champions to promote activity. | ||||
· Create a Buddy scheme | ||||
· Develop a ‘Help Yourself’ Directory. | ||||
Liveability – How to get people to use the parks | ||||
· Create a safe environment – ensure good design with clear sight lines through the park | ||||
· Provide more litter or dog bins in order to keep the parks clean | ||||
· Provide more facilities such as the Sports Van and games. | ||||
Liveability - Getting the message across | ||||
· Better signage inside and outside of parks and more information leaflets | ||||
· A need to display park plans and maps | ||||
· Provide an information tent. | ||||

5. | PUBLIC QUESTIONS AND PETITIONS | |||
Q Mike Bower, Dryden and Kyle Tenants’ and Residents’ Association (DAKTARA), requested the Panel to give consideration to arranging a Bring Out Your Rubbish Day (BOYRD) in the DAKTARA area. | ||||
A Andy Wier indicated that he would record this request to enable the Panel to make an informed decision about the location of BOYRDs and that he would report back on this matter to a future meeting. | ||||
Q Mike Bower highlighted the poor state of the area adjacent to the Recycling Bank at the Southey Green Shops and asked if more regular work could be done to maintain this area. He particularly highlighted the fact that the Paper Bank had not been emptied for over two months and the Plastic Bank was overflowing. | ||||
A Andy Wier indicated that he would investigate this matter and report back to a future meeting. | ||||

The Panel welcomed Stuart Bolton as the Panel’s Joint Area Co-ordinator with Andy Wier. | ||||
7. | MINUTES OF THE LAST MEETING | |||
The minutes of the Panel meeting held 21st March, 2006, were received and approved as a correct record. | ||||
8. | SHEFFIELD DEVELOPMENT FRAMEWORK | |||
The Panel noted a report, which set out responses to issues raised at the meeting held on 21st March, 2006, about the Sheffield Development Framework. | ||||
9. | NEXT MEETING | |||
The Panel agreed that the next public Panel meeting be arranged for Tuesday, 18th July, 2006, at 6.00 p.m. at a venue to be decided. | ||||
