APOLOGIES FOR ABSENCE FROM MEMBERS OF THE BOARD
 
            An apology for absence was received from Councillor Steve Jones.
 
 
2.
NEW YEAR’S HONOUR AWARD
 
            The Panel presented Paul Walters with a New Year’s Honour Award in recognition of the work he was undertaking in respect of the Longley, Southey and Shirecliffe Hub Project. Mr. Walters had been unable to attend the New Year’s Honours Award event, held at the Town Hall on 10th February, 2006.

DECLARATIONS OF INTEREST
 
            Councillor’s Gill Furniss and Leigh Bramall declared interests, as members of the Southey Owlerton Regeneration Board, in connection with the proposal to fund the Neighbourhood Workers Project as part of the Neighbourhood Renewal Funding (NRF) Local Action Plan (LAP) 2006-2008, but did speak and vote thereon.
            Councillor Bramall also declared an interest, in his capacity as a Trustee of the Foxhill and Parson Cross Advice Service, in connection with the NRF LAP proposal to fund the Foxhill and Parson Cross Advice Service to undertake outreach sessions in Parson Cross, but did speak and vote thereon.
 
 
4.
NEIGHBOURHOOD RENEWAL FUNDING - LOCAL ACTION PLAN 2006-2008
 
            The Area Co-ordinator circulated a report containing a proposed Local Action Plan (LAP) in connection with the allocation of the Area Panel’s Neighbourhood Renewal Funding (NRF) for 2006/07 and 2007/08.
 
            The report contained background information in terms of previous NRF allocations, data from the Sheffield Neighbourhoods Information System (SNIS), the aims and objectives of NRF nationally and locally and details of proposed projects to be funded during 2006/07 and 2007/08, the consultation undertaken, how the proposed activity would fit strategically and how it would be monitored, reviewed and evaluated.
 
            The Area Co-ordinator referred initially to the proposed funding, which amounted to £292,906 per year for 2006/07 and 2007/08, and which would be divided within five themes, which were Physical Environment and Safer Communities, Stronger Communities, Children and Young People, Health and Older People and Economic Development. The suggestions received at and since the last Panel meeting had been analysed, together with the SNIS data and, after taking into account other priorities and funding streams, a proposed LAP list had been drawn up and submitted to this meeting for consideration and approval. If the Panel were minded to approve the LAP it would then be submitted to the Sheffield First Technical Committee on 23rd February, 2006. He then reported in more detail on each of the key priorities and individual projects within each of the themes.
 
            The Area Co-ordinator responded to questions and comments and indicated that the LAP attempted to identify gaps in provision to which the Panel could then commission activity that would be most effective, as opposed to holding open bidding rounds. He acknowledged and noted issues raised in respect of the value of the Neighbourhood Workers Project, the process for deciding the locations for, and advertising of, Bring Out Your Rubbish Days and the possibility of the Communities Acting Together Group being assisted by information held by the Panel, and by joint working with Lorraine Snape, in delivering an awards scheme to promote good behaviour, as part of the Extended Schools initiative. He also noted particular support for the Area Recreation Plan, Full Employment Zone and Adult Learning projects.
 
            Councillor Chris Weldon noted a request made by Paul Walters, on behalf of the Neighbourhood Hubs Project, for the City Council to support the Project in terms of officer expertise.
 
            The Chair welcomed all the comments made at the meeting and recognised the valuable work being undertaken across the Panel area by community workers and volunteers. She made particular reference to the value of the Safety Package, particularly in light of the recent spate of arson attacks.
 
            The Panel agreed the NRF LAP 2006-2008, as set out in the report circulated.

MINUTES OF THE LAST MEETING
 
            The minutes of the Panel meeting held 17th January, 2006, were received and approved as a correct record.
 
 
6.
NEXT MEETING
 
            The Panel noted that the next meeting would be held on Tuesday, 21st March, 2006, at 6.00 p.m. at Yewlands School, Creswick Lane.
