1. | APOLOGIES FOR ABSENCE FROM MEMBERS OF THE BOARD | |||

2. | SHEFFIELD DEVELOPMENT FRAMEWORK | |||
Kathy Parsons and Shanza Hussain gave a presentation on the latest developments regarding the Sheffield Development Framework (SDF) and referred to the documents to be included in the Framework, which comprised the Core Strategy and Emerging Options documents, together with information and advice on how the public could access and read the documents and become involved in the overall process. | ||||
The SDF would comprise a portfolio of a number of documents, developed over a period of time, and would, in two years’ time, replace the Unitary Development Plan (UDP) as Sheffield's statutory development plan, and provide a plan for Sheffield for the period up to 2021. The SDF would be a plan for the long-term development of the City, and deal with land use, the design, density and distribution of development, the environment and resources and the development aspects of transport. | ||||
As part of the family of documents, Planning Officers were preparing a Core Strategy with a vision and spatial policies for how they viewed the development of Sheffield, a City Policies document with detailed regulatory policies for controlling development and achieving good and sustainable design, a City Sites document with proposals for specific sites and a Proposals Map for the whole City, showing policy areas covering the City, the green belt boundary and other features. Other documents produced as part of the SDF included a Statement of Community Involvement, an Annual Monitoring Report and the Local Development Scheme, setting out the SDF timetable. | ||||
Kathy Parsons reported in detail on the Core Strategy, which was the first document in the SDF family and the one to which every other planning document would need to conform to. The Core Strategy contained the SDF's aims and objectives, spatial vision and high-level policies, and reference was made to these three aspects in detail, specifically how they would impact on the Panel's area. She then referred to the Emerging Options, which comprised a number of early ideas and possible options for the City Policies and City Sites documents and the Proposals Map and she particularly emphasised that there would be no new development in the Green Belt. | ||||
Shanza Hussain referred to the proposals with regard to the City Policies in this Panel's area regarding shopping centres, locations for new housing development, housing density, particularly around the hubs, brown field sites and the land opportunities arising from demolition where key sites would be identified for housing development, industrial development, or both. She also referred to the need for an improved public transport system. | ||||
Reference was made to a number of significant sites in this Panel's area, which included the proposed new district centre at Buchanan Road/Chaucer in Parson Cross and the long term plans for the Parkwood Landfill site. It was emphasised that the Emerging Options for the City Policies and City Sites documents and the Proposals Map were being reported to the public for consultation purposes and the Proposals Map was displayed for this purpose. | ||||
Shanza Hussain provided advice on how local residents and community groups could access the various documents, indicating that they were all published on the Council's website, with details of the appropriate links set out in the newsletter attached to the agenda for this meeting. The documents were all also available in library branches across the City and the three City Council First Point locations at Howden House, Chapeltown and Hillsborough. | ||||

3. | TRANSPORT AND ACCESSIBILTY ACTION PLAN | |||
Tracy Allatt gave a presentation about a Transport and Accessibility Action Plan for Southey/Owlerton, which had been developed to improve accessibility and the transport network in the area. The basic aim of an Accessibility Plan was to provide good access to jobs, services and facilities for well-being, and prosperous, inclusive and sustainable communities. Accessibility Planning was a major part of transport planning under the South Yorkshire Local Transport Plan (LTP) 2006-2011, which would come into force on 1st April, 2006. | ||||
She gave background information about the Plan, particularly highlighting the community involvement to date and the role of the Southey Owlerton Regeneration Board (SOAR) Transport and Accessibility Steering Group in leading the initiative. Four key themes had been established, these being Access to Employment, Education, Health and Social Care and Shopping, Leisure and Green Space. She also provided details of how the Plan would be progressed, with a view to it being fully implemented in 2009, and indicated that the SOAR Transport and Accessibility Group would continue to oversee the developing Plan and that the Area Panel would be kept updated. | ||||
She then gave details of the twenty-one Action Points which had been developed, across the four themes, and indicated that more details of the Plan could be obtained by contacting her at tracy.allatt@sheffield.gov.uk or by telephone on 0114 2734192. | ||||

4. | WORKSHOPS | |||
Matthew Rush invited members of the public to participate in Working Groups to consider either (a) the Sheffield Development Framework or (b) the Transport and Accessibility Action Plan. | ||||
Sheffield Development Framework | ||||
The Working Group was invited to identify three positive aspects, and three concerns, about (a) the proposed new retail provision at the Chaucer District Centre and (b) new housing on the redevelopment sites. | ||||
Retail Provision – Positives | ||||

· Good mix of uses, which would provide local services for the community. | ||||
Retail Provision – Concerns | ||||
· Possible negative impact on existing retail outlets and smaller centres. | ||||
