2. | FIRTH PARK SOUTH CHILD SAFETY ZONE - CONSULTATION | ||||
Tony Lawery provided an update on the position regarding the proposed implementation of a Child Safety Zone in the Firth Park South area, referring to the three options in terms of traffic-calming measures, and the responses received from residents following the initial round of consultation. | |||||
Mr. Lawery reported that this special Area Panel meeting had been arranged at the request of the Panel at its meeting on 19th July, 2007, to give residents a further opportunity to discuss a number of variations to the three options raised at that meeting. | |||||
The participants at the meeting split into four different groups, with either an officer from the Transport and Highways Division of Development Services or a Councillor, acting as facilitators. There were also detailed plans available for inspection, and the following comments were noted:- | |||||
Group A | |||||
· Request for traffic-calming measures on Firth Park Road, at its junction with Vivian Road. | |||||
· Make Vivian Road one-way, upward bound from Firth Park Road. | |||||
· Shorter double yellow lines needed on Addison, Hamilton and Vivian Roads. | |||||
· Only traffic-calming ie road humps required on Horndean Road. Residents did not support a one-way system on this road. | |||||
· No need to make any roads one-way. | |||||
· No need for parking restrictions on the corner of Granby Road and Vivian Road as there are no specific problems with parking at this location. | |||||
· Some form of pedestrian crossing is required on the corner of Firth Park Road and Vivian Road due to the dangers in crossing at this location, particularly crossing to the bus stop. | |||||
· Traffic-calming measures required on Firth Park Road. | |||||
· No speed cushions required on Granby Road due to its size. | |||||
· The double yellow lines on Barnsley Road, at its junction with Bolsover Road, should be extended. | |||||
· There has been a reduction in parking spaces outside residents' homes in the area, particularly at the top of Granby and Vivian Roads. This has resulted in residents having to park on Firth Park Road, making it even more difficult to cross. | |||||
Group B | |||||
· No road closure or one-way system on Horndean Road. | |||||
· No road closure on Idsworth Road. | |||||
· Drivers should be allowed to turn right onto Barnsley Road from Firth Park Road. | |||||
· Two residents wanted Idsworth Road to be made one-way, in a downwards direction, and Bolsover Road one-way, in an upwards direction. One resident wanted the loop in the opposite direction and nine residents did not want a one-way loop. | |||||
· No road humps in the area. | |||||
· Road humps were potentially dangerous, particularly in icy and snowy conditions as Vivian, Hamilton and Addison Roads were not gritted, thus making it more difficult to negotiate the steep hill. | |||||
· No speed cushions due to the loss of parking this would cause. If traffic-calming measures must be implemented, then it should only be road humps. | |||||
· Road humps to be tapered at the ends, near the kerbs, with large drainage channel to allow water to drain around and not pond. | |||||
· Drainage issue at the junction of Vivian Road and Firth Park Road to be looked at - causing ponding and icy conditions in Winter. | |||||
· Reduce parking restrictions at junctions and corners to allow maximum parking whilst maintaining access and visability. | |||||
· Parking restrictions of some form needed to protect driveways. | |||||
· A yellow hatched box or keep clear marking required at the junction of Horndean Road and Barnsley Road to allow access as people queue across the junction mouth. | |||||
· The figures provided for parking were claimed to be inaccurate and an additional survey was requested. | |||||
· Restrict non-residents from parking on streets. | |||||
· Concerns expressed about pot holes and the poor condition of the carriageways. | |||||
Group C | |||||
· Idsworth Road should be made one-way towards Page Hall. | |||||
· Bolsover Road should be made one-way towards Barnsley Road. | |||||
· Horndean Road should remain two-way. | |||||
· There was support for the closure of Idsworth Road (as indicated in Option 3), but Bolsover Road should remain one-way for its whole length. | |||||
· , 60; No closure or one-way system on Horndean Road. | |||||
· The yellow box on Barnsley Road, at its junction with Horndean Road, needs repainting. | |||||
· There were particular problems of car parking, caused by staff of and visitors to the Northern General Hospital, particularly on Horndean and Idsworth Roads. | |||||
· No entry into Horndean Road from Barnsley Road. | |||||
· There should be double yellow lines on the corner of Idsworth Road and Horndean Road. | |||||
Group D | |||||
· Drivers should be able to turn right from Firth Park Road onto Barnsley Road. | |||||
· No need for any one-way systems, particularly if the right turn from Firth Park Road to Barnsley Road was re-instated. | |||||
· Traffic-calming measures i.e. 20 mph limits welcomed. | |||||
· Firm action was required to resolve the problems caused by staff of and visitors to the Northern General Hospital parking on the roads surrounding the hospital. | |||||
· The pedestrian crossing at the Fir Vale crossroads was dangerous and action was needed to make it safer. | |||||
· More parking restrictions were required on Barnsley Road. | |||||
· Parking Services needed to take firm action in respect of the illegal parking outside shops in the area. | |||||
· A number of roads in the area needed resurfacing. | |||||
· Traffic-calming measures were required on Barnsley Road. | |||||
· The gullys required cleaning on Bolsover Road. | |||||
The Area Panel noted the comments and suggestions made by residents in connection with the proposed implementation of the Child Safety Zone in the Firth Park South area, noting that apart from one or two alternative suggestions, the general consensus was in favour of Option 1 (provision of road humps and speed cushions). | Tony Lawery/Richard Pardy and Susie Leigh | ||||
It was reported that officers in the Transport and Highways Division would consider the above comments and arrange for a revised scheme, based on the comments, to be drafted, as the basis for further consultation, and possibly presenting further options. | |||||
