GETTING TO/FROM SCHOOLS IN BURNGREAVE AND FIR VALE

Background
From 2009 the Council is hoping to increase the number of places at the existing primary schools in Burngreave and Fir Vale. Up to 90 extra places will be provided each year for children aged 5-11 years. This is good news for parents and schoolchildren. All children will be able to go to a school in their community, with all the benefits that this will bring. And there will be less need for parents to take their children on longer journeys to school, often by car. However, bigger local schools, whilst reducing the overall amount of travel, could give rise to increased problems around the schools themselves – increased traffic will bring additional parking and congestion problems, more road safety problems, poorer air quality, and increased conflict between schools and their residential neighbours.
The Strategy
In order to capture the benefits of increased local school places, the schools in Burngreave and Fir Vale[1] will reduce the number of school trips by car currently made by staff and parents by 10%, and keep to this number until reviewed in 2013. The Strategy will be implemented for all Burngreave and Fir Vale schools, rather than applied to individual schools.
Implementing the Strategy
- Using existing data, or working with schools within the area, the baseline journey to school profile will be established by the DEL School Travel Plan (STP) team.
- The 10% reduction in car travel targets will then be established and agreed by each school.
- Measures to reach these targets will be proposed by STP, working with CYPD, and agreed with a Steering Group, established with the Schools/Governors.
- Measures will include incentives to encourage non-car travel to school, such as funded “walking buses”, as well as potential restrictions on car parking at schools. No additional car parking, either for parents or staff, will be provided at existing and expanded schools.
- Funding for the implementation of the Strategy will be identified by the Steering Group.
- Approval to consult on the Strategy will be sought from the Area Panel, and by the Area Planning Board.
- Consultation with local residents will be led by Transport Planning officers

Base data and targets to be agreed by July 2008. Implementation measures and funding agreed by December 2008
Recommendations
That this meeting of the Area Panel approve local consultation on this draft strategy; and receives a report back on the outcome of consultations.
