REMAINING ALLOCATION OF NEIGHBOURHOOD RENEWAL FUNDING (NRF) FOR 2007-2008
REPORT OF THE BURNGREAVE AREA CO-ORDINATOR
Purpose of report
To seek approval for the allocation of the outstanding NRF resources from the Local Area Plan for Burngreave before 31st March 2008
Background
Each Area Panel receives an allocation of NRF from Sheffield First Partnership to commission additional services/provision to meet local needs and priorities. This is summarised in the Local Area Plan, which was approved in February 2006 for the two years until 31st March 2008.
The original allocations (see separate report) have experienced an underspend this year as (a) the number of Bring Out Your Rubbish days has been halved to meet requirements for reducing household waste to landfill and (b) payments to Street Force for Burngreave in Bloom cannot be made for next financial year. Therefore, an underspend of £16,000 is predicted for this financial year.
Proposals
In response to the serious local concerns highlighted by Jonathan Matondo’s killing, and the recent petition received by the Area Panel, it is proposed that up to £8,000 be allocated for improvements to Nottingham Cliffe, under the supervision of Parks & Countryside and Green City Action, with the active involvement of Streetworx and the Youth Council. It is also proposed that a sports event be held at Nottingham Cliffe to bring together young people from throughout Burngreave and the local catchment schools – and across the city – and that the event be developed and hosted for up to £4,000 by Football Unites, Racism Divides (FURD) along the theme of “shoot goals not guns”.
Last month, there was an arson attack on the SAGE Greenfingers allotments at Grimesthorpe Road. Their large greenhouse (which can’t be insured) and their tool-hut were both destroyed. It is proposed that up to £2,000 be provided to SAGE Greenfingers to replace their greenhouse.
Pitsmoor Adventure Playground is an essential location and service for children’s activities in the area. For the longer term, Activity Sheffield is currently working on plans for a major re-development of the site. The indoor provision is in need of a refurbishment and it is proposed that up to £2,000 be used to meet some of the costs incurred in this refurbishment.
Recommendation
That this Area Panel meeting approves the re-profiled expenditure from the Local Action Plan for:
· Up to £8,000 for Parks & Countryside to support costs incurred with improving Nottingham Cliffe; for this work to be done in close collaboration with Green City Action, Streetworx, the Youth Council and local young people;
· Up to £4,000 for Football Unites, Racism Divides towards the costs of the development and hosting of a sports event on Nottingham Cliffe;
· Up to £2,000 for SAGE Greenfingers for the replacement costs of a large glasshouse to maintain their activities for people with mental ill-health;
· Up to £2,000 for Activity Sheffield towards the costs of maintenance of the Adventure Playground.
