NEIGHBOURHOOD RENEWAL FUNDING (NRF) FOR 2006-2008; WHAT IT HAS DONE FOR BURNGREAVE?
REPORT OF THE BURNGREAVE AREA CO-ORDINATOR
Background
All Area Panels have been asked to report before the end of the financial year on the impact that Neighbourhood Renewal Funding (NRF) has had on local communities over the last two years. As members will know, 18% of the NRF allocation to the city is commissioned via the Area Panels; of the remainder, and 41% is allocated to the City Council’s mainstream budget (CYPD and NCC). This report covers the £221,000 allocated to the Burngreave Area Panel.
NRF has been a major additional resource provided by central government to translate the national neighbourhood renewal programme into achieving local impact. The funding is received by the city’s local strategic partnership (Sheffield First) who make the decisions on its allocation. It has been provided to Sheffield since 2001 and is due to terminate on 31st March 2008. A new source of funding to some cities and towns called Working Neighbourhoods Fund and is specifically not a replacement for NRF has been made available again to Sheffield, via Sheffield First.
Burngreave Local Action Plan
The spend for the NRF resource for Burngreave was approved by the Area Panel in February 2006, for the period April 2006 – March 2008. The allocations for this year are:

An underspend in some areas (Clean Up; Streetscape) this year and from last year is reported elsewhere on the agenda, with recommendations for the spend for the remainder of this financial year.
Impact
Activity Sheffield
- 400 young people participating in wide range of activities (sports and non-sports)
- two young people’s groups established; two existing young people’s provision strengthened
- adult volunteers coming forward
- Maintaining provision at the local centres (Verdon Street Recreation Centre; Pitsmoor Adventure Playground)
- Contributions via grant aid to some local sports activities
- ‘Street sports’ sessions held in the area
Fir Vale youth project
- increase provision for Sunday session for girls/young women and the temporary employment of female youth worker
Parks & Countryside
- funding secured for development of Burngreave Recreation Ground
- funding secured for re-development of Devon Gardens
- massive range of tree planting in:

Area Action
- 12 ‘bring out your rubbish’ days
- floral displays – Ellesmere Green; Spital Hill; Barnsley Rd; Page Hall Rd
- ability to produce excellent New Year Honours awards event (see elsewhere on agenda); ability to improve Area Panel communications; extended reach for project support/involvement; improved servicing of inter-agency meetings etc (Fir Vale Friday)
- Burngreave Messenger – extend circulation into Fir Vale
- Burngreave Community Radio – to support set up and infrastructure costs
- Support for 28 voluntary groups with (very) small grants (up to £200) for a range of one-off events
Recommendation
That members welcome the report and note the wide range of provision supported by Neighbourhood Renewal Funding.
