BROOMHILL, CENTRAL AND NETHER EDGE AREA PANEL
MEETING THURSDAY 8 SEPTEMBER 2005
AREA CO-ORDINATORS REPORT
 
 
PURPOSE OF REPORT
 
To update Members on progress in the implementation of the Area Plan, identify key issues of importance to the Area and answer any outstanding questions
 
OUTSTANDING QUESTIONS
 
Q         Could the Council and the Universities look at the possibility of providing some form of facility for students, who were clearing their properties out and leaving for the summer, to be able to leave any unwanted household items that could be re-used in any way?  
    
A         There are no arrangements to collect un-wanted items left by students, however, as you may be aware, this year, the student task force did arrange a student clean up by onyx on the 29 June which was followed by a Street force clean up on the 30 June. This was repeated on the 1 July by Onyx and again followed up by Street force on 2 July.  Any remaining items are the responsibility of the landlords.
 
Q         Could action be taken to implement some form of parking restrictions on Endcliffe Vale Road, at its junction with Brocco Bank, on the grounds that following the temporary closure of Brocco Bank in a southbound direction, there was serious traffic congestion at that junction as cars were being forced to turn right onto Endcliffe Vale Road?
 
ISSUES
Planning applications
A series of significant planning applications have been submitted since the last Panel meeting.  They include:
  • A potential 32 storey development on the site of the registry office on Arundel Gate.
  • 16 apartments on the site of the Mulberry Tavern on Arundel Gate
  • Infill of corner stand and erection of 10 storey hotel at Sheffield Utd. Football Ground
  • 6 storey, 17 apartment  block on Nile St in Broomhill.
  • Demolition of Tapton Hall of Residence and erection of 144 apartments, 16 Dwelling Houses and the refurbishment of a number of other properties.

Small Grant allocation 
Attached is this months read out of the allocation of the Councils small grant fund to groups in the Panel area.
 
Staveley Rd. Community Garden
a quick note to update you on developments with Staveley Road community
garden:
 
1) back in June we learnt that an application  submitted by SHEBEEN 9 months previously to Living Spaces had been successful and  had managed to secure
£25,000 for the garden's development.
2) Heeley Development Trust has been commissioned to take forward the main work of finishing designs and overseeing the implementation of hard and soft
landscaping of the site.
3) Thom White from the Trust has taken designs forward to a detailed stage
and drawn up job specs.
4) SHEBEEN have been working with Jill Missen from Parks Woodlands and Countryside on all this and are waiting on PWCto give grant a licence to start the work in earnest.
5) In the meantiime a community art subgroup has formed to discuss the
overall designs and any artistic input we can incorporate.  The council will
not allow installation of play equipment since that has to be inspected on a
daily basis. However, we are hoping to create spaces that are attractive to
adults and children alike.
6) this sub group has met several times and identified an artist Mel Pearson
who is going to help take ideas forward.  The main idea so far are to
incorporate the theme of the SEA in the garden.  Sheffield is a very long
way form the real sea but it is an image that has resonance for everyone and
will help stimulate people's creativity and imagination when it comes to art
work but still keep the space as a whole feeling focussed.
7) This idea has now been incorporated into the designs and its hoped to hold
a series of workshops in September & October where local children, young
people and adults can make ceramic and mosaic tiles inspired by the theme.
At a later stage these will be installed in seating areas, walls, edges etc.
 
The Changing City Centre – Your Vision
This is an exhibition showing work done as a collaboration between local artists and Members of Sheffield Community Groups.  Looking at the changes taking place in the appearance of the City and how people use it.
