Briefing Paper re: Safer Neighbourhood Areas and Safer Neighbourhoods Officers
1. Purpose
1.1 To provide a background briefing for the Broomhill, Central and Nether Edge Area Panel regarding the introduction of Safe Neighbourhood Areas (SNA’s) across Sheffield and the role of the Council’s Safer Neighbourhoods Officers.
2. Safer Neighbourhoods Areas
2.1 The establishment of Safer Neighbourhoods Areas has arisen from a variety of common interests, not least, influence from the Home Office who wish to see neighbourhood policing as a standard policing model across the country.
2.2 There 10 established Safer Neighbourhood Areas across Sheffield each managed by the Police Inspector with responsibility for smaller Safer Neighbourhoods Teams of Sergeants, PCs and Community Support Officers.
2.3 The Safer Neighbourhoods Teams are specifically designed to respond to local concerns identified by detailed analysis of local problems and issues highlighted by members of the local community.
2.4 Analysis, coupled with information from the community is used to plan and influence the daily and weekly Tasking and Co-ordinating process, which seeks to respond to community concerns by targeting areas and/or issues with appropriate resources, and monitoring these issues for further action where appropriate.
3. The Role of the Safer Neighbourhoods Officers
3.1 Since August 2005, the Council has employed a team of Tasking and Co-ordinating Officers to cover 6 out of 10 Safer Neighbourhood Areas. From April 3rd 2006, this team was extended to a full complement of 10 officers known as ‘Safer Neighbourhoods Officers.’
3.2 Although the Safer Neighbourhoods Officers are council employees, they spend a large proportion of their time based within local police stations within each of their SNA’s and are responsible for:
o Ensuring that activity to stop or prevent anti-social behaviour and low-level crime is co-ordinated monitored and carried out with the support of partners and the local community.
o Develop close working relationships with colleagues from the police, council, other agencies and community groups;
o Playing a key role in the day-to-day tasking of local police teams;
o Supporting the tasking process by providing analysis and statistics where appropriate;
o Covering regular multi agency meetings to identify, agree and monitor action taken to tackle crime and disorder within the SNA’s;
o Communicating with local stakeholders and providing opportunities for joint working;
o Ensuring and disseminating examples of good practice in the field of community safety across the partnership, to other agencies, elected members and community groups.
4. Official Launch of the Safer Neighbourhoods Areas
4.1 As of May 2006, all of the Safer Neighbourhoods Areas are operational. The official launch of the SNA’s will take place in June 2006 and a multi–agency communications group is currently working to ensure that appropriate information is disseminated to elected members, the council, partners, other agencies and members of the public, regarding the SNA’s
