1.
APOLOGIES FOR ABSENCE FROM MEMBERS OF THE PANEL
 
            Apologies for absence were received from Councillors Jillian Creasy and Andrew White.
 
 
2.
PROCEEDINGS OF THE ROADSHOW
 
            This was the first of four planned Area Panel Roadshows which were to be held within the different neighbourhoods of the Panel’s area to give local residents the opportunity to discuss issues of local interest with Area Panel Link Officers and representatives from external agencies.
 
            The event comprised a number of display boards and stands staffed by the Link Officers and representatives from external agencies and provided an opportunity for local residents to engage with them and discuss issues of interest within Broomhill.
 
            The following comments were noted, and where the Link Officers and representatives from the external agencies were unable to provide responses at the event, responses were provided following investigations :-
 
 
 
South Yorkshire Police
 
·                    Particular issues were raised regarding the safety of students, mainly when walking home at night when dark.
 
 
 
·                    Problems of illegal car parking and congestion in Broomhall and Broomhill.
 
 
 
·                    Particular problems regarding car parking caused by drivers being forced to park at the bottom of Collegiate Crescent during the hours of 6.00 p.m. and 12 midnight, during the operation of the taxi rank on Ecclesall Road, outside Reg Vardy’s Car Dealership.
 
 
 
University of Sheffield
 
 
 
·                    Queries raised on the disposal of accommodation on the Tapton site.
 
 
 
R.        Contact details recorded and University to respond direct to residents.
 
 
 
·                    Numerous enquiries and concerns raised regarding the Student Village on the Endcliffe site.
 
 
 
·                    Comments received on the planned student residences build style and type.
 
 
 
·                    Concerns raised regarding the anti-social behaviour of some students and the adverse effect of such behaviour on residents.
 
 
 
R.        Contact details recorded and University to respond direct to residents.
 
 
 
·                    Positive feedback received on the service provided when residents had contacted the University.
 
 
 
Parks, Woodlands and Countryside
 
·                    Tree pruning required around Parkers Lane.
 
 
 
 R.        Tree Officer to contact the resident. Ordnance Survey plan of Parker’s Lane to be sent to the Broomhill Forum for them to look at what improvements they would like to see in this area.            
 
 
 
Weston Park
 
·                    The tennis courts in Weston Park needed to be retained.
 
 
 
·                    All residents expressed their support for the Project.
 
 
 
Porter Valley Project
 
 
 
·                    The infrastructure in the Porter Valley is in urgent need of repair and funding is required urgently for planning work and to provide match funding for bids to external funding bodies.  Due to the shortage of funding available for this type of work in this part of the City, Section 106 funding was critical and without this, the dams and waterway structures in the Valley would continue to decline to the point of collapse over the next few years.
 
 
 
·                    There was a need for a strategic approach to ensure that Section 106 funding is allocated to best serve the green spaces in this area of the City.
 
 
 
Broomhill Forum
 
·                    The issues raised during the “Visioning Process”, such as the environment, HMO and traffic, were raised.
 
 
 
·                    The Forum handed out their new leaflet “Welcome to Broomhill”, which was aimed at new residents, including students.
 
 
 
Libraries, Archives Information Services
 
 
 
·                    Number of positive comments received about the service at Highfields Library regarding the staff and the book stock, both adult and childrens.
 
 
 
·                    Bookstart Project welcomed by mothers of young children and grandparents.
 
 
 
·                    People’s Network appreciated.  A number of residents were unaware of the free internet access at the library. 
 
 
 
·                    The garden at the front and rear of the building was looking unkempt.
 
 
 
R.        The front garden has been attended recently and will have regular maintenance by the Council Stewardship Scheme.  The rear garden is not regularly attended to, but the trees and shrubs have been cut back and pruned by the Council.
 
 
 
·                    Access to the library was poor, particularly the children’s section on the first floor.
 
 
 
R.        Access remains difficult and moving to new premises is the only alternative.
 
 
 
·                    Opening hours could be longer.
 
 
 
R.        Opening hours are continually under review, but any increase would require more staff.
 
 
 
·                    Car parking was limited.
 
 
 
R.        The new road markings outside the library has provided better parking for users with disabilities.
 
 
 
·                    The library should be moved to more suitable premises.
 
 
 
Development Services
 
·                    Better enforcement required regarding the illegal parking on Beech Hill Road.
 
 
 
R.        Referred to Parking Services for attention.
 
 
 
·                    What progress had been made with regard to the "Welcome to Broomhill" signs?
 
 
 
·                    Would it be possible to remove the single yellow line outside 27 Lawson Road?
 
 
 
R.        Request made to the Traffic Regulations Section to consider the possible inclusion of this request in the Westbourne Road Traffic Management Scheme if feasible.
 
 
 
·                    There was a need for the stricter enforcement of the waiting restrictions on Melbourne Avenue and the double yellow lines at the junction of Westbourne Road and Southbourne Road.
 
 
 
R.        Referred to Parking Services for attention.
 
 
 
·                    The "H" marking had not been installed correctly on Southbourne Road.
 
 
 
R.        Referred to Street Force.
 
 
 
·                    There was a need for traffic bollards to protect the junction of Sale Hill and Manchester Road to stop vehicles over running the kerb. 
 
 
 
R.        Request made to Street Force to check feasibility of including this in the Westbourne Road Traffic Management Scheme.
 
 
 
·                    A number of issues were raised with regard to signing and waiting restrictions on Ashdell Road.
 
 
 
R.        Referred to Street Force, with a request that they contact the resident.
 
 
 
·                    The green signal on the traffic lights at the junction of Clarkson Street and Glossop Road was too short.
 
 
 
R.        Raised with the Urban Traffic Control Section - faulty detector discovered - problem now rectified.
 
 
 
·                    What had happened to the proposed cycle refuge at the junction of Whitham Road and Northumberland Road?
 
 
 
R.        To refer to the Plan 4 S10 Design Team.
 
 
 
·                    There were problems regarding a leaning street light outside 123 Ashdell Road.
 
 
 
R.        Referred to Street Force for remedial action.
 
 
 
·                    Could any more action be taken to alleviate the problems caused by rush hour gridlock on Collegiate Crescent, such as changing the waiting restrictions or keeping some of the parking bays free to enable drivers to pass?
 
 
 
R.        Referred to the Urban Traffic Regulation Section.  After consideration, officers decided that as the Council was trying to discourage drivers from using this route, making passing easier may be counter-productive.
 
 
 
            Local residents were also given the opportunity of completing a comment sheet, providing their views on what they felt should be the priorities for the Area Panel over the next year.  The suggested priorities had been devised by the Broomhill Forum, working with the Area Panel, and included various issues, under the headings, the environment, relationships with the student community, the balance between traffic and pedestrian, what could be done to make the area greener and more welcoming, what the Council could do to make Broomhill and Endcliffe better places to live.  Residents could also provide comments on any other issues they felt relevant.
