PURPOSE OF REPORT
 
To inform Members of progress in the implementation of the Area Plan, answers to outstanding questions and other significant developments.
OUTSTANDING QUESTIONS
 
Q         Where there any plans to provide additional car parking spaces following the sale of part of the land which had been used as a car park behind Champion Hire on Abbeydale Rd.
 
R            Awaiting response
 
Q         Could the Council give consideration to the installation of a pedestrian crossing at the junction of Osbourne Road and Sheldon Road?
 
R            Awaiting response
 
Q         Could the Council give consideration to problems being experienced by residents living on Cowlishaw Road, who, due to the lack of on-street parking, were often unable to park near their homes?
 
R         This mater has been referred to officers in Highways section responsible for the design of the proposed Sharrow Residents Parking scheme who would be requested to provide the Area Co-ordinator with details as to exactly where the Sharrow/Nether Edge Car Parking Scheme extended to.  It was accepted that with all Residents Car Parking Schemes, those residents living on the periphery of such schemes would experience problems with regard to car parking due to displacement.
 
Q         When would the responsibility for dealing with car parking offences be transferred from the Police to the City Council?
 
R         It is proposed that such responsibilities would be transferred with effect from 1st April, 2005.
 
Q         There was an absence of a coherent policy for promoting and implementing designated safe local walking routes within Sheffield localities.  Had the Council any plans for producing such a policy?
 
R            Awaiting response
 
Q         There were inadequate and insufficient infrastructure measures for safe crossing points and routes for schools, residential homes, parks and footpaths.  Had the Council got any plans for introducing such measures?
 
R            Awaiting response
 
Q         Could the Council produce a clearly stated, published criteria for prioritising cost effective safe routes for vulnerable road users, traffic calming and road safety schemes, in the context of highway expenditure budgets?

Q         How many “uncontrolled and controlled” pedestrian crossing were there adjacent to schools or on school routes in the City as a whole, and within Nether Edge and surrounding school catchments, such as Sharrow, Ecclesall, Carterknowle and Millhouses, and where were they sited?

FOLLOW UP ISSUES/ OUTCOMES 
v     OFFENSIVE GRAFFITI STENCILS –On the shop frontage of Wine Rack  ,Glossop road, have been removed.
v     ASHGATE ROAD. -The graffiti on a private building. (F.A.B.L.E)-Details passed to Streetforce liaison officer for site visit to offer services for removal.
v     ASHGATE ROAD- A clean and sweep was arranged for the following Sunday (21 november. This was largely ineffective due to parked cars.
v     ASHGATE LANE.-The flytipping (washing machine + builders waste) has been removed.
v      ASHGATE ROAD .-Trade waste bins have been reported to Onyx and Traders have been asked to remove the bins from the Highway.(Denise Marshall –tel 2542725 Onyx) . However, in discussion with the traders, the responsibility clearly lies with Onyx as they are paid to place the bins back in the  area of the property .
v     BEECHILL ROAD  - .Trade waste bins belong to Biffa. Follow up ongoing. Contact tel no established –01246-570071 .   Reference no for this site to rear of Victoria wineshop is ref category 297655 site no 716. I am awaiting feedback from Biffa. This may have a knock effect for the primary school
v     FULWOOD ROAD/MANCHESTER ROAD. - Overgrown hedge scheduled for tidy up. (Barry Grayson) Litter to be removed by lengthsman as part of regular duties.
v     FULWOOD ROAD/MANCHESTER ROAD-Request for replacement
Of missing road nameplate –Details passed to Highway Services (lynn Fox)- It will be added to the list for replacement during next financial year.                     
v     WATSON ROAD  -Streetlights.  – Ongoing problem is due to a recently discovered Y.E fault outside no 7 Broomfield road opposite the Rutland Hotel. This will involve excavating across a driveway to effect the repair which will require a legal notice under the Roads and Streetworks act. This may cause a delay in the time taken to carry out a repair.
v     WATSON ROAD  -Waiting restrictions signs & roadmarkings. The regulations and markings are to be re-vamped next year as part of the residents parking scheme.
v     TAPTON HOUSE ROAD /SALE HILL – Leaves on footway –passed to Streetforce Cleansing to be included in leaf removal  programme.
v     FULWOOD ROAD-Rocking flagstones identified outside Somerfields-Repaired a s a matter of urgency
Excavation adjacent to B.T Telephone box-forwarded to B.T for remedial action
v     ENDCLIFFE VALE ROAD – Streetlights –night survey carried out and all found to be in working order. (repair completed)                           Leaf clearance commenced Sunday 28 November and currently ongoing.
v     THOMPSON ROAD – Streetlights – Night survey requested and carried out.   Results of which- 3 columns will have upgraded lamps to increase illumination . One additional column to have tree foliage removed to increase illumination.
 
Bus stop and highway Improvements to the No. 60 bus route along Glossop Rd.
The attached leaflet gives details of the proposed changes to the 60 bus route
 
HEAT Roadshow
Details of a roadshow devoted to combating fuel policy is attached.
 
B and Q awards
This years round of awards is being launched.  Any local group interested in getting £5000 of free products should apply directly to B and Q (see attached)
