Report to Broomhill Central and Nether Edge Area Panel re Sharrow Partnership Priority Area

Briefing Paper
Sharrow Partnership Priority Area
Prepared for the Broomhill Central and Nether Edge Area Panel.
Area Panel Meeting Thursday 3rd March 2005 6:30pm.

The Sharrow Partnership Priority Area was formulated in the summer of 2004, following a successful bid for funding to facilitate the project, the funding stream being the Home Office, specifically the Police Standards Unit, and is one of eighteen PPA projects that are currently running in the country.
The main focus of the Sharrow PPA is to engage with partner organisations both statutory and voluntary sector providers of a raft of services that are active in the Sharrow area.

The concept being that by positive engagement with the local community a tangible sustainable solution could be found to local issues as opposed to the reliance solely on police activity. The main identified areas of focus being reductions in domestic burglary, street crime, and anti social behaviour.

The Project Co Ordinator Garry Collingwood was appointed and commenced work in early October 2004.

The achievements and outcomes from the work over the previous weeks are as follows.
A visual audit was carried out in early November by a group of professionals from a diverse range of backgrounds. The outcome of which resulted in several pieces of work being carried out in the area, the most successful being the partnership working with the Assistant Graffiti Office and the Police Community Support staff that work within the PPA area.

The outcome from this particular initiative resulted in a total of sixteen business premises becoming signatories to the City Council Street Force Graffiti Charter. Whilst the initial analysis of this statistic may not appear to be particularly remarkable, however if we consider that this represents fifteen per cent of the city wide take up to the charter, and covers the main arterial routes into and out of the City, and is at the very heart of the PPA area.

A questionnaire to canvas the opinions of individuals relating to crime quality of life and anti social behaviour, was mailed out to four thousand residential addresses, and one thousand business addresses, the out come of which is currently being evaluated. The out comes of which will be a main driver and influential force to shape future activity in the PPA area.
Working in conjunction with Activity Sheffield the PPA has been the catalyst to facilitate regular cricket coaching sessions for youths living in the PPA area who have been involved in varying degrees of anti social behaviour etc, and is one of several such initiatives that has been planned to take place over the coming months, with a specific focus on the summer holiday period.

The PPA Co ordinator also attends the Youth Strategy meetings, which is currently being facilitated by staff from Sharrow Forum and a range of other partners from the voluntary and statutory agencies.

In order to ensure that as broad a range of key stakeholders are able to contribute, and also kept informed of progress and achievements. The Sharrow PPA Steering Group meets on a monthly basis and is chaired by Beverly Nunn Development worker from Sharrow Forum. The overall management of the project is overseen by the Management Group, and comprises of Chief Superintendent Chapman, Julie Tasker Unit Manager Community Safety Team, Inspector Ged Mc Manus Sharrow Local Policing Team, Dave Whitfield, Garry Collingwood, and Beverley Nunn, again this group meets on a monthly basis to ensure that the project is moving forward and potentially meeting its goals.

Monthly reports are submitted to the Home Office Police Standards Unit to outline the activity and the progress that has been achieved to date, the comments that have been received from the funding body are very encouraging, as they have identified the positive engagement of a number of key stakeholders together with a clear exit strategy which hopefully will ensure that all the positive work facilitated during the initial twelve months of the PPA will continue for the foreseeable future.
