AREA CO-ORDINATORS REPORT
 
PURPOSE OF REPORT
 
To update Members on progress in the implementation of the Area Plan, identify key issues of importance to the Area and answer any outstanding questions
 
OUTSTANDING QUESTIONS
 
Q         What is the breakdown in expenditure on the refurbishment of Chelsea Park?
 
A           Breakdown of S106 expenditure for Chelsea Park.
 
  • 126,000 for playground construction, teenage facilities including shelter and basket ball area, new seating.
  • 6,000 for tree management work
  • 13,123 for additional drainage works, additional surfacing, tree and shrub planting, turfing, additional play equipment.
  • 1500 for new artist designed notice board
  • 15,600 for fees (Quantity surveyor, design and project management, historic garden survey, level survey)
  • 12,500 for 5 years establishment of new facilities.
 
Purchase of commemorative bench, Nether Edge Neighbourhood Group.
A response to this question has already been given to the group back in January.
 
No quotation was given for the supply and installation of a bench last year because at that time we did not know how much the new benches would cost, as the project had not gone out to tender. We did not want to put an ‘off the peg’ traditional park bench into Chelsea Park as it was felt inappropriate. The Group have recently been given the choice of providing a donation for one of the new robust timber seats which have been made by a local craftsman, either backless at £613.80 installed or with a back at £911.90 installed.
 
We have no record of giving the Group a quotation for a seat at £250.00.A traditional timber park bench costs approximately £500 delivered but not installed. Installed would probably cost in the region of £700. We find these traditional park benches are prone to vandalism in our parks and often have the back panels kicked out by vandals.
 
Q         In the light of the huge demand for social housing, how can the Council justify wholesale demolition of Council properties in some areas of the City?
 
A            Sheffield’s Stock Reduction Programme was established in 1999 in response to the 1998 review of the supply and demand for Council housing. The programme was reviewed annually until 2002, when a three-year programme was put in place to run from  2003/4 to 2005/6, this year being the final year of the programme.
 
Having now completed the majority of the Stock Reduction Programme, which has responded to the falling demand for Council housing in the City , the significant change in the Council’s strategy is that going forward, any demolition proposed will now be determined through masterplanning processes, which set out the long-term vision for the transformation of neighbourhoods. The pace of the replacement and renewal of housing will be influenced by an ongoing assessment of supply and demand. Geographically, any further demolitions will largely be identified as a result of area-based regeneration plans that will be predominantly in Housing Market Renewal areas to bring about a mix of new homes that are essential to the City's aim to provide a mix of high quality housing across the City. Overall, the Neighbourhood and area-based planning framework brings forward proposals for around 2700 demolitions and 4500 replacements.
 
ISSUES
 
Yorkshire Water
 
The current details of the work in Brocco Bank, which is part of Yorkshire Water project to improve river water quality in the Porter Brook.
 
Yorkshire Water are constructing a new underground sewer overflow with screens in Brocco Bank, near to its junction with Rossington Road (opposite 90 Brocco Bank). They will also be replacing an existing sewer pipe with one of a larger diameter, in order to increase capacity in the sewerage system.  A control kiosk will be installed, in the footpath of Rossington Road, near its junction with Brocco Bank.
 
PROGRAMME OF WORK IN BROCCO BANK
 
Traffic Management
In order for Sheffield City Council to control the traffic during the
construction work they will move the current traffic lights at the
roundabout further up Brocco Bank.  These lights will be located above the Yorkshire Water work.  An integrated control system will be established with the other lights on the roundabout. This will be done in June.
 
Water Mains Diversions
In order to be able to build the overflow YW need to divert the water mains in Brocco Bank.  The work will start on 27 June and be completed by 28 July and will be carried out by Balfour Beatty.
 
Construction of the overflow chamber
Work will start on 1 August and be completed by 11 September.  For most of the time we will have one lane of Brocco Bank closed however there will be 3 occasions when a full road closure of Brocco Bank is needed.  Please note that these dates may be subject to change.
 
Communication
Yorkshire Water are very sorry for the inconvenience this work will cause and they will be starting to publicise this work very soon.  Their plans include:
 
  • Advance warning signs
  • Large scale mail shot to residents
  • Recorded message line.  We'll have signs at the site advertising a
  • dedicated phone number.  Commuters and residents can phone this number and hear a pre-recorded message about the work and our progress.  This
  • message will be regularly updated.
  • Press release
  • Advert in the local media
 
Lengthsman
 
A full report is attached on the activity and areas of work undertaken by the Area Panel commissioned Lengthsman.  This project comes to an end in March 2006.  The work, however will be sustained because of increased funding to the streetscene budget and the prioritisation of this Panel Area.
 
Manchester Rd./Fulwood Rd. Green Space.
 
A request was received from Broomhill Festival committee to carry out some work to support the Broomhill Festival for which this years theme is ‘flowers’.   As a result and as a consequence of Planning Gain finance becoming available the Area Panel has commissioned work to improve the small patch of land at the junction of Manchester Rd. and Fulwood Rd with planting and new features, two new benches designed by Chris Campbell (a local artist) and two planters on the island outside Broomhill shops.  All of these should be ready for the festival.  A drawing of the proposed planting area is attached.

Extensive Parking restrictions will be placed on the above streets to allow Gully cleansing and Street cleaning to be carried out.
Additional pruning of trees to be carried out at this location.

v     ROSEDALE ROAD.-The flytipping(Pallets + builders waste) .details have been passed to Environment Enforcement.
 
ROSEDALE ROAD. .-Trade waste bins have been reported to Onyx & Biffa- Traders have been asked to remove the bins from the Highway.(Denise Marshall –tel 2542725 Onyx) . However, in discussion with the traders, the responsibility clearly lies with Onyx as they are paid to place the bins back in the  area of the property .
