Area Panel Update– Broomhill, Central & Nether Edge

Chelsea Park
Playground Fencing
Work will start on site 12th May 2008 to replace the vandalised fencing around the playground. Campbells Design Ltd are carrying out the works – the fence will be replaced with temporary metal barriers while the existing panels are taken away and used as templates to ensure the new metal fencing matches the existing metal posts. The first section to be completed will be that above the retaining wall
Brincliffe Road Entrance
It is hope that a saving can be made on the playground fencing by agreeing a slightly simpler design around the back of the playground. This will potentially free up some money towards improving the Brincliffe Road entrance. Until the fencing is complete we will not know the final sum, but this will allow us to progress improvements to the entrance during the coming months
Brincliffe Edge Wood
Replacement of the damaged boundary fencing is currently underway
Victoria Park
Plans include: Improved boundary and entrances; signage; wildlflowers; native shrub and tree planting; wooden animals for children to play on
Technical drawings have been completed and Street Force will be delivering the works on site. They should be starting on site in early June 2008.
A sub group has been set up to work with Andrew Skelton, Public Arts Officer to involve an artist in designing the entrances to the site. An art brief has been developed and circulated to the sub group and artists are being invited to submit ideas and will be interviewed by the sub group before appointment
Plans and letters to residents will be circulated with a start date as soon as it is known
Mount Pleasant Park
Mount Pleasant Park Phase 2 includes a range of improvements including: refurbishment of the multi use games court, new footpaths & improved entrances and boundaries, artwork, climbing wall; teen shelter and tree and shrub planting.
Discussions between Sharrow Partnership, Sharrow Community Forum & Parks & Countryside, including a meeting with key park users/stakeholders highlighted a number of concerns about the proposed work:
· starting in May would have a significant effect on the usability of the park during the summer months
· due to the changes in costs of some parts some of the features held to be most important by the stakeholders were being lost
· the changes in the park would increase the maintenance costs of the park beyond current budget levels
As a result a decision has been taken through the Sharrow Board to delay the start until after the summer holidays, which means the contractors will now start in September 2008. The delay will allow further work to be carried out which will be of benefit to the park and stakeholders in the long term.
As a result of this delay, we are able to review the work and amend the specification, which means we will be better able to incorporate some of the features that stakeholders wished to see, allowing us to make the final specification closer to community desires. This delay will also ensure that the contract does not interfere with any planned activities over the summer period.
Staveley Road Community Garden
A plan for the site has been developed in consultation with the community and the Friends Group. The plan includes: entrance improvements, paved seating areas, additional informal play items, planting and improvements to the back wall.
This plan will be displayed locally (at the Wolesely Road Mosque and Lowfields School) through May 2008 to establish local people’s priorities for the spending of the S106 allocated to the site. There will also be a site consultation event on Wed 28th May 2008 2pm at Staveley Road. Work will also be carried out in Lowfields School, including an assembly and classroom workshops during the first week of June.
Once priorities are established then the Section 106 available will be spent on the highest priorities.
The next Friends Meeting is scheduled for Wed 21st May at 6pm.
Duchess Road
This site includes areas managed by Sheffield Homes and Parks & Countryside. There are allocations of S106 available to this site, which total £96K capital monies. However the majority of this funding has yet to be paid.
Meetings have been taking place to identify improvements required (Sheffield Homes, Parks, StreetForce, Local Residents, Environmental Planning, Sure Start, Activity Sheffield and Sharrow Partnership)
A proposal has now been drawn up which includes:
- Refurbishment of the Multi Use Games Area
- Resurfacing the area behind Duchess Road Community Centre
- Removal of shrubs and vegetation and replacement of some walling with railings to improve visibility into and though site
- Improvements and signage at entrances
- New play equipment on the bottom play area
Consultation will be carried out over the coming months, in particular at holiday activities on the site
Lowfield
The current proposal involves a combination of informal space and managed space, with the possibility of extending the facilities into the existing school but is dependent on Lowfield School going down to a one form entry
A mandate has been presented to CYPD and approved by their programme board and officers are currently liasing with the football foundation to progress the project
Broadfield Road Open Space
We are still awaiting revised plans from the developers following comments on the previous plans for the green space.
A meeting was held with Sharrow Community Forum., Abbeydale Grange and Parks and Countryside to try and push the development forward. As a result a meeting is being organised with Development Services to discuss what we can do to speed up this process.
Hanover Open Spaces
Currently awaiting further S106 to be paid on this site, but it is hoped to develop a master plan for Broomhall’s open spaces linking in with the Broomhall Green Plan. This work will be progressed over the coming year once Parks & Countryside Area Plans have been agreed with local members
Sites Outside the Area Panel Area
Weston Park
The Heritage Lottery Funded restoration is entering its final stages. Considerable work has already been completed in the park. Work will be taking place this month on:
- Seeding and turfing
- Installation of new seats, signs and bins
- Completion of paths around the lake
- The installation of the bandstand roof, floor and windows
Work will continue after June on some of the peripheral areas of the park and the improved crossing at Mushroom Lane, which will help park users cross more easily into Crookes Valley Park. There will also be a further round of tree and shrub planting in the Autumn
A celebration event is being organised and the park will be reopened by the new Lord Mayor of Sheffield on Sunday 1st June. Information will be available about this event shortly. There will be regular music concerts every Sunday during the summer.
Endcliffe Park Playground
Awaiting update for Officer responsible for this project – a verbal update will be given at the BCNE Area Panel meeting on 15/5/08
Lydgate Lane
Following a request from the local police about providing skate facilities on the site, consultation has been carried out with local children as to their thoughts about the site, what they thought about skate facilities and alternative improvements they would like to see. The results have been collated and now further consultation carried out with local residents
There is a sum of Section 106 allocated to the site and the results of consultation with local residents will inform what improvements we progress on the site.
Parks and Countryside Area Plans
Regeneration Officers are currently carrying out a review of 2005-2008 Parks Area Plans and are preparing a plan for the coming year 2008/09. This will link to the Area Panel Plan and be presented at an Area Panel Briefing during the coming months
