Notes of Area Panel Roadshow 11 September 2007

BROOMHILL, CENTRAL AND NETHER EDGE AREA PANEL
 
Roadshow held 11th September, 2007, at Broomhill Methodist Church, Fulwood Road

1. APOLOGIES FOR ABSENCE FROM MEMBERS OF THE PANEL
No apologies for absence were received.
                     
2.      PROCEEDINGS OF THE ROADSHOW
     This was a special Roadshow held in addition to the three planned events during the 2007/08 Municipal Year, within the different neighbourhoods of the Panel's area to give local residents the opportunity to discuss issues of local interest with Area Panel Link Officers and representatives of the Panel's partners.  This special Roadshow had been organised as part of the consultation on the Conservation Area Appraisals and Management Proposals in terms of the Broomhill and Broomhall Conservation Areas.
      The event comprised a number of display boards and stands, staffed by the Link Officers and representatives of the Panel's partners, and provided an opportunity for local residents to engage with them and discuss issues of interest within the Broomhill area.
                     
Sheffield Hallam University
Marie May received a number of questions/comments regarding:-
                     
· Psalter Lane Campus closure timescales and what the site was being used for.
·                The management of students in the community regarding their responsibilities, including their blue and black wheelie bins, noise and litter.
· Details of the Responsible Landlord Scheme, referring to both resident and absent landlords.
· The course offered by the University to landlords.
·                The University's Estate Strategy and its residential strategy in connection with the housing of students.
· The action taken to encourage staff and students not to park in the area.
·        Positive feedback received from a number of residents' groups, in particular regarding the recent outcome of a freedom of information request on the University's responses to the Nolan Report.
                     
Street Force
The following enquiries/comments were made during the event, together with details of action taken, where relevant:-
                     
·        Request from a resident of Moor Oaks Road for an inspection of and repairs to a number of roads in the area.
                     
A.     Highway inspection carried out and minor repairs issued.
                     
· Problems of flooding on the road and footway on Northumberland Road, making access very difficult for pedestrians.
                     
A.     Request made for drainage maintenance to be carried out.
                     
·  Low gully at the vehicular entrance to 21 Botanical Road, causing difficult access for vehicles.
                     
A. Request for inspection and removal of the problem.
                     
·        General enquiry regarding a number of blocked gullies on Nether Green Road, Graham Road and Riverdale Road.
                     
A. All requests forwarded to the Street Force Drainage Manager for inclusion in the investigation/repair programme.
                     
·  Street lights on at all times on Hangingwater Road and on during the day and off at night on Redcar Road.
                     
A.         Street Force Street Lighting have contacted Yorkshire Electricity Board regarding both these issues, who are already aware of the problems.  Although the street lights on Northumberland Road are on all the time due to YEB problems at the sub-station, these faults would be dealt with as soon as possible.  No extra charges for power usage would be passed to the City Council.
                     
·  Request for advice on skip permits and long-term problems with skip placements.
                     
A.    Resident referred to Highways Enforcement Officer at Howden House and advised on the use of Street Force's Helpline telephone number - 2734567.
                     
·  Request for advice on Sheffield Hallam University's contractors causing damage to roads and footways.
                     
A.    Resident referred to the Development Control Office at Howden House.
                     
South Yorkshire Police
     The Police Officers in attendance engaged with the public, and delivered a quantity of community safety material and offered advice to people regarding crime reduction.
                     
Libraries, Archives and Information Service
  A number of positive comments were received about Broomhill Library, and a number of residents raised questions on the possible relocation of the library.
                     
Conservation Area Appraisals and Management Proposals
          Andrew Slaney and Zoe Mair spoke to a number of people at the event regarding the Conservation Area Appraisals and Management Proposals and the following points were noted:-
                     
·  Overwhelming support for the appraisal, management proposals and extensions.
                     
·         Several residents who lived within the proposed extensions to the Conservation Area fully supported the proposals.
                     
·            Some concerns were raised over the Article 4(2) Direction.  However a majority of residents were in favour once the implications had been explained to them.
                     
· A number of other issues were raised, which included unsympathetic alterations to buildings, works to trees and retention of historic floorscape that were all addressed in the management proposals.
                     
Broomhill Action Neighbourhood Group (BANG)
            BANG displayed information, using a slide show and graphical aerial drawings, as part of its campaign to stop the development on land known locally as Broomhill’s Secret Garden, on Taptonville Road.  Housing had been proposed for the whole site apart from the small area behind Pisgah House, and whilst BANG considered building on the northern part of the site acceptable, it wished to turn the southern part into a public park and recreate the original Victorian Garden.  Alan Wellings stressed the importance of keeping up the momentum with the Roadshows to the extent that they become a recognised event, hopefully attracting more people to attend.  He considered that the slide shows used by BANG had been valuable from the Group’s point of view, particularly in attracting attention and comment.
