Access Loops
Access Loops are roads which guide drivers in and out of the city centre from the Inner Relief Road (such as Arundel Gate, Eyre Street and Broad Street).
In general through traffic should use the Inner Relief Road and should not shortcut across the main shopping streets.
The present Access Loop system is to be simplified and re-signed over the next five years. There will be more and better quality parking spaces.
As part of this process the last remaining route allowing through-traffic to cross the city centre shopping streets at Moorhead from Sheaf Square to Charter Square will be closed to all traffic except buses in both directions. This will allow a much improved pedestrian crossing between Pinstone Street and the Moor, one of the busiest shopping streets, and is necessary for the development of the New Retail Quarter.
Parking Improved
As the prosperity of the city centre returns, long-vacant sites used for temporary car parks are being built on. These car parks will be replaced by new multi-storey ones, like the recently opened Station and Riverside car parks. More new multi-storeys are planned in the Heart of the City, New Retail Quarter and at Castlegate on the old Sheaf Market site. This will result in an increase in the total number of spaces from 9,000 to 10,500.
Parking for disabled blue badge holders will be maintained on street and increased around the Theatre and City Hall areas.
At the same time the Council will work with the owners of older multi-storeys to encourage improvements in safety, staffing, lighting, signing and ticketing to bring them up to Gold Standard. The Hartshead NCP is an example of recent improvements.
Electronic ‘Variable Message’ signs will provide up-to-date information on where spaces are available, whilst removing central reservation barriers on Arundel Gate, Charter Row and Eyre Street making it easier to access car parks on these roads directly.
