The Strategic Contracts and Access to Resources Team

Introduction and background


The Children and Young People's Directorate, as well as providing Social Work, Domiciliary Care and Residential Services, is committed to working in partnership with independent and voluntary organisations involved with caring services.

The Strategic Contracts and Access to Resources Team (SCART) is empowered to purchase services from independent agencies should this be in the best interests of the child/young person.

SCART operational hours are:

Monday - thursday 8:45am - 5:15pm
Friday 8:45am - 4:45pm

SCART deal with all complaints in accordance with Sheffield City Council Complaints Procedure.

Our Standards


It is the intention of SCART to apply high standards of care to the performance of Contracts and to establish a professional, developmental and progressive relationship with Providers to the benefit of children and their families.

To achieve these objectives, SCART has established a central Contracting function, which, in partnership with Service, develops procurement strategies to deliver the required services.

Our Role

 
The Contracting function aims to:
 
  • Provide a high quality procurement service
  • Ensure full compliance with the legal framework for Contracting
    Maintain the highest possible standards of legal and ethical behaviour in matters of procurement
  • Develop sound performance and management information systems
  • Develop professional and effective partnerships with all Providers
  • Develop and maintain links with other Authorities to establish a regional strategy in the development of Contracts
  • Ensure that Best Value is ensured in all matters of children’s placements, through its central placement function  - the Access to Resources Team

All Contracts are let in accordance with Council Policies and Procedures in respect of Procurement.

Availability of Contract is advertised in appropriate publications and notices are posted on this website.

As availability of Contract is advertised, interested parties can request tender documentation and submit bids accordingly.
