Support Service for Personal/Individual Budgets through Direct Payment

We're seeking tenders from suitably experienced organisations wishing to provide an advice and support service to service users and Carers receiving a personal/individual budget made via a direct payment. The contract will start in April 2009 with funding up to £450,000 payable over the 3-year term.

Our aim is to ensure that eligible service users and Carers can access a service offering advice and support in person, over the telephone, by electronic mail and in writing. The successful tenderer will be able to offer help and support with:

Personal Financial Management - enabling service users and Carers to properly manage a Personal/Individual Budget made through a Direct Payment;

Recruitment and Selection of Personal Assistants – enabling service users and Carers to advertise for, interview and appoint a suitable Personal Assistant;

Employment of Personal Assistants – enabling service users and Carers to make appropriate arrangements for the ongoing employment of a Personal Assistant;

Employment, Financial and Legal Issues – enabling service users and Carers to understand all the statutory financial, legal and employment obligations arising from receiving a Direct Payment and/or employing a Personal Assistant.
