The Permanence and Throughcare Service

About Us

The Permanence and Throughcare service provides support and assistance to young people who are Looked After Children and Care Leavers. The service is designed to work with young people where the care plan indicates they will be permanently Looked After by The Children and Young People’s Service. The service provides support to children and young people within a legislative framework.
 

Overview of the Service

The Permanence and Throughcare Service provides a statutory child-care service for all children and young people where the long-term plans for them are to remain in public care.  The Service assumes casework responsibility for children and young people once the legal processes and previous assessments undertaken by other parts of Specialist Services have been completed and concluded that there is no other option other than the provision of care by the Local Authority.
 
Casework planning and responsibility remains with the Service until the young person has reached young adulthood and is supported with their transition from childhood to adulthood.  During this period plans are progressed and reviewed to establish the feasibility of a young person returning to the care of their family as circumstances change for the young person and their family.  Additionally work is ongoing with children and young people and their carers as a means to establish permanence plans and stability with a plan to discharge the children and young people from the care of the Local Authority to the care of their long-term carers by other statutory orders that are available.
 
The Service works with and has a dependency upon a wide range of partnership agencies encompassing statutory, voluntary and health agencies.  Within the Children and Young People’s Directorate it has a crosscutting agenda with a number of Services that is required to develop timely and responsive Services to Looked After Children and Care Leavers across accommodation and housing provision, (both Local Authority and Private providers); health; statutory education and higher and further education; employment and training courses (having developed Moving On Up with colleagues from Lifelong Learning; and an employment initiative with KIER a private construction business).
 
The span of Service activities encompasses a number of key performance indicators within the Children and Young People’s Directorate.

Details for Visiting

All workers at the Permanence and Throughcare service are available on an appointment basis. For urgent queries a duty service is available and based within the building. All workers complete visits to young people within placement, this is both in city and out of city. Opening hours for the service are listed below.
 

Opening Hours

No 92 - Permanence and Throughcare is open Monday to Thursday 8-45am to 5-15 pm, on a Friday the opening hours are 8-45am to 4-45pm
