Adult Abuse Policy
Joint policy statement on the management of abuse of vulnerable adults
The Department of Health’s recent No secrets guidance document requires that authorities develop a local framework within which all responsible agencies work together to ensure a coherent policy for the protection of vulnerable adults at risk of abuse.
Building on Sheffield’s existing work in this area, and on the partnership foundations of our Better care, higher standards charter, the health community and the social services department of Sheffield City Council have secured the agreement of the signatory organisations to the following policy statement:
The abuse of vulnerable adults constitutes a clear infringement of their rights and a violation of the values set out in our Better care, higher standards charter. The signatory organisations therefore agree to
- endorse the values of Sheffield’s Better care, higher standards charter
- work co-operatively across all the organisations on the identification, investigation, treatment and prevention of abuse of vulnerable adults
- maintain equal opportunities by ensuring that
- equality of opportunity will be available to all vulnerable adults regardless of their race, gender, class, religion, culture or disability
- all assessments and investigations under this policy will be carried out in a setting, manner and language appropriate to the level of understanding and cultural background of the person concerned.
- endorse the joint agency procedures on working with the abuse of vulnerable adults
- implement this policy statement through the work of Sheffield Adult Protection Committee, across all partner organisations, addressing the requirement for
- a common definition of abuse
- a common system of recording abuse
- the joint investigation of allegations of abuse
- the provision of relevant information to staff and to the general public
- the provision of timely and consistent legal advice and support
- work at a national level to clarify the policy and legislative framework under which work on abuse is conducted
- identifying the resources necessary to fulfil the expectations of work in this area
- an understanding across all staff groups and the wider public of the factors that may lead to abuse, and of how abuse may be prevented.
Implementation of the policy statement will incorporate plans for training and for the management structures and systems necessary to support the work.
