How do I appeal against a Penalty Control Notice (PCN)?
If you think the PCN was issued wrongly you may challenge it.
How to Challenge:
Any objection to a PCN must be made within 14 days of issue and must explain why you wish to appeal.
As all matters relating to a Penalty Charge Notice can lead to a debt being registered at the County Court, they have a legal significance. As a result all enquiries must be made in writing and sent to:

- If an appeal is not received within 14 days the full charge rate of £60 will apply.
- If your challenge is successful, the PCN will be cancelled.
- If your challenge is rejected, we will allow you 14 days from the date of our reply to pay the reduced charge of £30.
- If your payment is not received after 28 days, we will send the registered keeper of the vehicle a Notice-to-Owner (NtO) letter, which gives a final chance to pay the PCN or make representations. If your representations are successful, the PCN will be cancelled.
- If your representations are rejected, we will send you a Notice of Rejection letter and an appeals form. You can then either pay the full charge or send the completed appeal form to the National Parking Adjudication Service (NPAS), an independent organisation, where a lawyer will examine your case. NPAS will not charge you to appeal. The decision by NPAS is final and binding on both sides.
- If you lose your appeal or do not pay the notice-to-owner then, normally 28 days after we have sent you the NtO letter, we will send you a Charge Certificate asking you to pay an extra 50% in addition to the full price. You have no further right to appeal at this stage.
- If you do not to pay, we will register the charge as a debt at the County Court. The debt will then be placed with Certified Bailiffs who will take responsibility for collecting the debt owed to the Council. This will add further costs to the charge.
